Dear Sir or Madam,
I am the sender but as the recipient is my sister i am enquiring on
her behalf, also the item went missing while in posession of Royal
Mail i do not wish to redirected to An post i am simply enquiring
as to how it would be possible for an item to be released to a
person without any form of id or proof of address being requested.
What is the standard proceedure when releasing registered items to
members of the public and what safeguards are in place to ensure
items are only handed over to the rightful recipient?
Yours sincerely,
F joyce

Dear Sir or Madam,
The item was addressed to
[redacted]
Darlington
Co. durham
According to Royal Mail the item was collected by a [redacted] as
this was the signature on the card used to collect the item.
We do not know who this person is, they do not live at the above
address.
These are some of the issues that we would like you to address:
number 1. where did he the get the card? it was NOT delivered to
the above address.
Number 2. How could the registered item of mail be released to
somebody with a card signed by a man named [redacted] when the name
on the package was [redacted]?
Number 3. Why was he not asked for id? surely it was quite obvious
he was NOT [redacted], or any other woman for that matter.
Number 4. Why was he not asked for proof of address matching the
package?
Number 5. why was so little care taken to ensure the package
reached it's rightful and legal owner?
Number 6. What exactly do Royal Mail intend to do about the
situation and the obvious disregard by their personnel for
proceedures in place to protect the public (your customers) from
the misappropriation of their mail?
Proceedures for collecting mail from Royal Mail in the event of
undelivery are clearly stated on Royal Mail's website. These
proceedures were clearly breached.
Yours sincerely,
F joyce

Dear F Joyce
I am writing in response to your recent emails regarding your mail item,
sent via An Post ([tracking number]). You originally asked how somebody could
have collected your parcel from Royal Mail without being asked for id. Our
records show that.....
We originally attempted delivery of this item on 17/01/2009. No one was
able to sign for the item so it was returned to our Darlington office
awaiting collection. The item was collected on 17/01/2009.
You asked how it would be possible for an item to be released to a person
without any form of id or proof of address. You also asked for details of
the standard procedure when releasing registered items to members of the
public and what safeguards are in place to ensure items are only handed
over to the rightful recipient.
ID was requested and shown and the item given to the caller.
If we are unable to deliver an item because nobody was available to sign
for the item, or the size of the item meant that it could not be posted
through the recipient's letterbox, we'll leave a ‘Sorry you were out’ card
which explains why we were unable to deliver, and how to arrange redelivery
or collection. Recipients need to take proof of their identity to the Post
Office® or Delivery Office when they collect an item. Somebody other than
the addressee can collect an item, but they are asked to bring the original
‘Sorry you were out’ card and provide proof of the addressee's ID.
Our records show that item [tracking number] was actually addressed to number
27 Salisbury Terrace and the residents at that address therefore received a
‘Sorry you were out’ card when we originally attempted delivery.
The Freedom of Information Act applies only to requests for recorded
information.
We have therefore spoken to our Customer Services team, in order for them
to look into this further and investigate your complaint. In order for
them to contact you directly and address your concerns over the handling of
this item, please could you provide your address and/or telephone number.
You can email us directly at [Royal Mail Group request email] in order to prevent your
personal information being published on the What DoThey Know website.
If you are If you are dissatisfied with this response for any reason you do
have a right to request an internal review, in which case please write to
the Head of Information Compliance, Royal Mail House, Company Secretary's
Office, 5th Floor, 148 Old Street, LONDON, EC1V 9HQ. An internal panel
will then review the decision, and you will be advised of the outcome.
If, having requested an internal review by Royal Mail, you are still not
satisfied with our response you also have a right of appeal to the

Dear Sir or Madam,
Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of Royal Mail Group's
handling of my FOI request 'handing out recorded delivery parcels
without id'.
A full history of my FOI request and all correspondence is
available on the Internet at this address:
http://www.whatdotheyknow.com/request/ha...
Under no circumstances was the package addressed to number 27, I
personally wrote the address on the envelope, it was addressed to
number 72. While your delivery people may be dyslexic, I am an
accountant and I can assure you that I'm not.
As for checking id, did anybody bother to check if the person
collecting the parcel even knew the name of the person it was
adressed to?
The flimsy excuse you have offered will not suffice.
If you had followed proceedures as they were detailed on
royalmail.com this situation would not have occured.
Yours sincerely,
F joyce

Dear Ms Joyce
I am writing in regard to your email sent 25th February 2009 in which you
requested a review of the reply we sent of the same date. We are aware
that your request for an internal review is shown to be outstanding on the
‘whatdotheyknow.com’ website.
I understand that our Customer Care department contacted you in the past
month regarding your concerns over this incident and that the matter has
been resolved to your satisfaction. We believed therefore that no further
action was required in relation to your request for information under the
Freedom of Information Act.
The Freedom of Information Act applies only to recorded information and for
this reason our response to your request under FOIA could only be made
based on the information actually held on record by Royal Mail. It is
unlikely therefore that any further information could be given following an
internal review of your request. However, if you still wish us to complete
an internal review of your FOI request, please do contact me.
Yours sincerely
