My analysis is this: the software at mySociety sends the FOI request to the old email address; either this is arriving and being ignored or it's being rejected. Either way, there's no feedback so I can actually know why this request fails. Might be easier to prevent submissions to Govt. departments which no longer exist?
Anyhow, just to add that overall WhatDoTheyKnow is a great project and I appreciate the work of everyone involved. Thanks.
