Dear Sarah,
Thank you for your response to my FOI request.
You say: "Our response to you may contain sensitive protected
information. Cabinet
Office quldellnes state that when sending protected information to
an
external email address we must encrypt the information. Encrypted
data files
may conflict with some computer systems or email accounts, which
may
prevent you from receiving and opening the response. For your
convenience
we would request that you provide us with a postal address to send
our
response to you by mail. This can be sent to me at
[email address]."
I would prefer that you continue to contact me by email, on this
address.
The ICO has previously published guidance stating that an email
address is sufficient. You can find this guidance at:
http://www.whatdotheyknow.com/request/11...
I am surprised you say that your response could contain 'sensitive
protected information' - surely any information that you are able
to release to me under FOI could also be released to any other
person making the same request? I'm a little confused.
Yours sincerely,
William Thackeray

Office for Standards in Education
16 June 2009
Dear Mr Thackeray
Thank you for your email of 14 June 2009. We are happy to handle all
correspondence regarding your request by email. The section that you
highlighted from our acknowledgment letter is a standard paragraph that
is included whenever a postal address has not been provided. This is
because requests have not yet been fully assessed at this stage, and
they may contain elements that relate to subject access requests under
the Data Protection Act 1998 as well as the Freedom of Information Act
2000. Information that is released under the DPA is likely to be
sensitive and must be protected when sent by email, and we have
discovered that some people have difficulties accessing encrypted files.
We therefore ask for a postal address from the individual making the
request, if they wish to provide one, in order to avoid unnecessary
delays.
I hope that this answers your question, but if you have any further
queries then please contact me at [email address].
