Green Travel Plan - Isleworth Crown Court

T Henderson made this Freedom of Information request to Her Majesty’s Courts and the Tribunals Service

The request was partially successful.

From: T Henderson

5 December 2009

Dear Her Majesty's Courts Service,

I understand that the new extension to the Crown Court at Isleworth
has now been officially opened. In the absence of any reply to my
email from the court itself (see below), under the Environmental
Information Regulations, please can I ask for information from HMCS
on the implementation of the Green Travel Plan for the Isleworth
Crown Court.

I would hope your reply would include a copy of the Green Travel
Plan as adopted by the Court, confirmation that an individual has
been appointed at the Travel Plan Coordinator and information on
how the Travel Plan is being reviewed and shared with the local
community.

Yours faithfully,

Tim Henderson

I believe that a condition for the redevelopment of the Court at
Isleworth, as laid down by the Inspector was :

"15) Before the development hereby permitted is commenced details
of
a Green Travel
Plan shall have been submitted to and approved in writing by the
Local Planning
Authority. The development shall not be occupied until the Green
Travel Plan has
been implemented in accordance with the approved details."

The council officers report considering the application mentioned :

"7.19 H.M. Courts Services will be required to provide a Travel
Plan which caters both for
staff and for visitors to the Court buildings and this will need to
include the provision of
comprehensive public transport information to all visitors to the
site in the form of
leaflets for potential jurors and other visitors to the site and on
the Court’s website. "

The only information I can find on the website is

http://www.hmcourts-service.gov.uk/HMCSC...

and the "Getting to the Court" section is woefully inadequate in
providing any public transport information.

Dear Tim Henderson,

SUBJECT: Freedom of Information Request

Thank you for your correspondence of December 7, 2009, in which you
asked for information about the implementation of the Green Travel
Plan for the Isleworth under the Freedom of Information Act 2000 (FOIA)
from the Ministry of Justice (MoJ).

You will receive a response from us by January 7, 2010. Your request has
been passed to the appropriate business unit within the MoJ, and they
will write to you with their decision by this date.

The FOIA does provide a number of exemptions. A qualified exemption
requires that before relying on it we must consider the public interest
test. If the information you have requested is covered by a qualified
exemption(s) under FOIA, the Department is allowed to take longer than
20 working days to respond. This is because in such circumstances we are
required to consider the public interest issues when deciding whether or
not to disclose the information requested.

If more time is needed to consider the public interest issues under a
qualified exemption(s), we will write to you and inform you of the
revised date you can expect to receive a response to your request.

If you have any queries regarding this request please do not hesitate to
contact us. Please quote ref: FOI/62538/09 in all future correspondence.

Yours sincerely,

Darren Over

Dear Priston, Ian,

Thank you for your reply regarding the Green Travel Plan for
Isleworth Crown Court.

You mention that my initial email was sent to the wrong email
address for the Court. It was sent , on 27/10/2009 to

enquiriesATisleworth.crowncourt.gsi.gov.uk

On checking the HMCS Court Finder webpage for Isleworth Crown Court
today (23/12/09), it shows the email address for enquiries as

enquiriesATisleworth.crowncourt.gsi.gov.uk

(where I have changed the @ symbol for AT in both addresses to
permit the whatdotheyknow site to display it.)

Please can you tell me what the correct email should be in order to
obtain a reply.

Further to the information in the travel plan, please could you let
me know the location of the 42 visible cycle parking stands
(section 4.7) which according to section 4.29 have been implemented
prior to the completion of the Crown Court development. When I
passed the site last week I could only see three fully occupied
"wheel-bender" stands near the main entrance to the court (and one
bicycle chained to the same drain downpipe that I was forced to use
during my spell of Jury Service). I could see no evidence of
additional cycle parking in the new car park area. Perhaps it is
located in the secure area to which I do not have access ?

Thank you again for the information.

Yours sincerely,

T Henderson

Dear Priston, Ian,

I don't seem to have had a response to my follow-up message of 23rd
December.

I'd be grateful if you would confirm the correct email address for
Isleworth and let me know the location of the new cycle parking.

Alternatively, if you prefer I could raise a separate FoI request
to cover these points.

Yours sincerely,

T Henderson

Dear Mr Henderson

You slightly misspelt the email address for the court in your original
message by spelling 'crown' with an 'm' rather than an 'n'. The correct
address is [email address]

I have forwarded your email to the court and don't expect there will be
any need for you to raise a separate FOI request to receive the details.

Yours sincerely

Dear Priston, Ian,

Thank you for forwarding my email to the court.

Referring back to my original email sent on 27/10/2009 the address
appears to have been "crown" with an "n" and I am still unable to
understand why is was not received and answered then.

Yours sincerely,

T Henderson
