Dear Sir or Madam,
Under the Environmental Information Regulations, I would be
grateful for information lodged with the Council regarding the
Green Travel Plan for Isleworth Crown Court.
I understand that the Sustainable Development C'tee on 21 March
2006 considered the condition :
"Before the development is commenced details of a Green Travel Plan
shall
have been submitted to and approved in writing by the Local
Planning
Authority. The development shall not be occupied until the Green
Travel Plan
has been implemented in accordance with those details."
related to the point in the Officer's Report,
"7.19 H.M. Courts Services will be required to provide a Travel
Plan which caters both for
staff and for visitors to the Court buildings and this will need to
include the provision of
comprehensive public transport information to all visitors to the
site in the form of
leaflets for potential jurors and other visitors to the site and on
the Court’s website. "
That Committee refused the application, but was overuled on appeal
with the Inspector making the comment :
"The Inspector agreed a condition
requiring a green travel plan and a car management plan for the
site, along with obligations
requiring improvements to pedestrian routes and signage. The
Inspector considered that
these measures are capable of increasing the percentage of visitors
to the courts travelling by
non-car methods sufficiently to offset the increase in number of
visitors that would result from
the proposed extension."
I have failed to find information on the Court's website relating
to its Green Travel Plan.

Please could you confirm the location of the file containing the
details of the Green Travel Plan for Isleworth Crown Court.
I have attempted to find the information on the Hounslow Planning
website link that you quoted, but the only recent addition that I
could see related to
00941/36 was

which was dated 27/10/2009 and appeared to be a copy of the
Inspector's Appeal Decision (in fact originally dated 14th December
2006).
I did also find
http://planning2.hounslow.gov.uk/AnitePu...
which was a decision notice referring to Condition 15 (Green Travel
Plan) but no information concerning the actual plan was included as
an associated document.
For convenience, I quote below from the Inspector's report :
15) Before the development hereby permitted is commenced details of
a Green Travel
Plan shall have been submitted to and approved in writing by the
Local Planning
Authority. The development shall not be occupied until the Green
Travel Plan has
been implemented in accordance with the approved details.

The green plan had not been published before, but it should be published by tomorrow evening, under 00941/36/P2, as for the other Condition 15 it should be in the documents for 00941/36/P2.

Dear Clare Anderson,
Thank you for the clarification and I was successfully able to read
the DRAFT Travel plan produced for the Court by Pinnacle
Transportation in April 2007. (Incidentally the 4th item from the
bottom 00155868.pdf seemed to be a 48 page document with the last
24 pages being a repeat of the first 24 and omitting the necessary
figures and maps. The 3rd item from the bottom 00155867.pdf was a
39 page document with the same first 24 pages and the
plans/figures).
Presumably you have no more recent document with a confirmed rather
than draft status ?
I see from section 4.30 of the draft that a "Travel Plan
Co-ordinator" (TPC) will be appointed and "made known to the
Council upon inception". Section 4.31 notes that "the Travel Plan
will be implemented by HMCS under the control of the TPC who will
work in conjunction with the local authority, the local community
and other interested parties for the continuing progression of the
Travel Plan."
Are you able to tell me if the TPC has been made known to the
Council ?

Appologies for the delay in responding, only i was waiting to speak to the case officer for this site, who was on leave till today.
In answer to your enquiry, Yes there is a Travel Plan Coordinator, who is Mark Frost (email [email address]) and his contact tel no. is 0208 583 5037.
As far as the case officer is concerned this is the latest Travel Plan we have, but if you wish to contact Mark Frost he can maybe give you some more specific details/

Dear Clare Anderson,
Thanks for the reply.
I am aware of Mark Frost's role as Travel Plan Coordinator for LB
Hounslow - but I would be surprised if he would be acting as the
Coordinator for other agencies and companies operating in the
borough (although I may well be wrong). My reading of the Travel
Plan was that the Courts Service would be employing (or contracting
in) an individual to carry out the identified activities.
I will contact Mark to find out.
