Dear Sir or Madam,

1) In line with your FOI Publication Scheme, please provide me with
historic copies of your Green Book for Members' Allowances starting
from 2001 to now, and all subsequent amendments that have not been
uploaded to
http://www.parliament.uk/mpslordsandoffi...

2) Please also provide any written guidance or correspondence from
the Fees Office to Ministers from 2001-2004 that covers the
previous requirement that Ministers' had to designate their London
home as their main residence.

Responses to your questions are as follows:

Question 1)

Copies of the "Green Book" dating back to 2003 are attached. Versions
for 2001 and 2002 are available in hard copy only and will be forwarded
to you upon receipt of a postal address.

You might also wish to refer to the Concordance of Resolutions of the
House which is as follows:

Question 2)

Copies of two letters from The Department of Finance & Adminstration
sent in 2004 and 2005 are attached.
All contact details and names of staff have been removed. While this
information is held by the House of Commons, it is the House's view that
disclosing such details would be a breach of the data protection
principles in the Data Protection Act 1998 (DPA). The information is
therefore exempt from the obligation imposed by section 1(1)(b) of the
FOI Act (the obligation to provide information) by virtue of section
40(2) of the same Act (the exemption for personal information). This is
an absolute exemption and the public interest test does not apply.

You may, if dissatisfied with the treatment of your request, ask the
House of Commons to conduct an internal review of this decision.
Requests for internal review should be addressed to: Freedom of
Information Officer, Department of Resources, House of Commons London
SW1 OAA or [House of Commons request email]. Please ensure that you specify the
nature of your complaint and any arguments or points that you wish to
make.

If you remain dissatisfied, you may appeal to the Information
Commissioner at Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF.
