Dear T.Morgan

Thank you for your request for information made under the Freedom of
Information Act 2000 on Friday 16th January 2009. Please note that the
LGA is not covered by the provisions of the Act, but we always try to
deal with such requests within the spirit of the legislation.

We have considered your request for a copy of the LGA constitution which
would include members Code of Conduct. The LGA constitution can be
downloaded from the link on the LGA website at

The seven Boards that drive the work of the LGA are made up of elected
members from a number of different councils, across all four political
groups. You can view more details on these Boards (including membership
lists for each of them) from the LGA website at
http://www.lga.gov.uk/lga/core/page.do?p.... The Terms of
Reference and Remit for each Board can be viewed by clicking through to
the relevant Board from the menu on the left hand side of the page. The
following text was communicated to these members in 2008;

"As an appointee to the LGA member structure, you might find it helpful
to note the status of the statutory ethical framework in relation to the
conduct of LGA business.

When councillors are serving on LGA Boards, Panels or other parts of the
LGA member structure, or otherwise undertaking LGA business, then their
conduct is subject to the requirements of the member code of conduct of
their home local authority. Where members serve on more than one local
authority, the relevant authority will be that indicated in the
membership list of the Board or Panel on which the member is serving.

Whilst there is no history - or expectation - of complaints against
councillors arising whilst on LGA business, nevertheless there is an
agreed conciliation procedure in place prior to any formal reference of
a complaint to the home authority, should the need ever arise."
