Glade Festival policing costs

The request was partially successful.

I am making the following Freedom of Information request following the cancellation of the Glade Festival 2010, which was to be held at the Matterley Bowl near Winchester.

Please supply fully itemised costings for the policing bill for the 2009 and 2010 events, including the overtime costs for each individual officer attending and the role allocated to each officer for the event.

Please supply times, dates and the agenda of all meetings held between Hampshire Police and the Glade Festival organisers concerning policing and security matters. Please also disclose the minutes of all such meetings.

Please also disclose all relevant police documents and correspondence concerning the issue of policing of the Glade Festival at Matterley Bowl.

Dear Hampshire Constabulary,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Hampshire Constabulary's handling of my FOI request 'Glade Festival policing costs'.

It beggars belief that it can take 20 days to seek an extension for no specific reason and then, within 24 hours of that extension being asked for, attempt to reject the entire request on grounds of "costs".

This goes against the spirit (and probably the letter) of the Freedom of Information Act and only serves to make me and others wonder "What exactly are they trying to hide?"

I will reframe the third paragraph to narrow its scope somewhat. In the meantime, I expect the answers to the other paragraphs to be answered immediately as there is no justification for omitting them and Hampshire Constabulary is failing its legal obligations by refusing to answer them.

Dear Hampshire Constabulary,

I refer to your response to my original Freedom of Information request concerning the cancellation of the Glade Festival 2010, in which you claim that paragraph 3 cannot be answered due to cost considerations.

I still require a response to paragraphs 1 and 2:

1. Please supply fully itemised costings for the policing bill for the 2009 and 2010 events, including the overtime costs for each individual officer attending and the role allocated to each officer for the event.
(Just to clarify, I am not seeking to identify the officers involved - I am simply asking Hampshire Constabulary to back up its cost claims with some actual paperwork)

2. Please supply times, dates and the agenda of all meetings held between Hampshire Police and the Glade Festival organisers concerning policing and
security matters. Please also disclose the minutes of all such meetings.
(This part of the request was made because there are conflicting accounts between the Glade organisers and Hampshire Constabulary about the communications that took place on this issue. As a publicly accountable body, I am asking that Hampshire Constabulary releases this information so that people can gain an insight into why the policing bill was increased so dramatically compared to the previous year.)

My revised, stripped-down version of paragraph 3 is as follows:

"Please also disclose any relevant police documents and correspondence that may assist with the understanding of Paragraphs 1 and 2, subject to the cost constraints mentioned by Rebecca Warhurst."

Dear Mr Gardner

In respect of the two emails sent by yourself, I would ask for the following clarification.

You have requested an internal review which I am happy to forward to the relevant individual for consideration. However, if you wish to pursue this option, I am unable to process your refined request until the outcome of the internal review is known.

If you wish to withdraw the internal review, I can register the new refined request immediately and process it. However, before I consider re-registering the request, I thought it best to assist you and inform you that if the final question relating to police documentation is included, this will again take the request over on cost. This is because we will have to go through all the documentation held (approximately 2,000 pages) to determine if what is contained therein is relevant to your request. The argument outlined in your previous refusal letter would apply again in this case.

Please confirm, therefore, whether you wish the internal review request to be actioned (in which case I am unable to deal with the refined request until the outcome of the review is known) or if you wish to withdraw the request for internal review, in which case I will register the new request (though I would recommend you submit it as points 1 and 2 only to avoid another s12 cost refusal).
