Dear Department for Environment, Food and Rural Affairs,
I would like to know how much carbon dioxide (or equivalent
emissions) were produced to support DEFRA's information technology
systems. I believe that DEFRA has already made strong steps to
reduce its impact on the environment, and I would like to see the
numbers that show this.
I recognise that this is a rather formal and lengthy request for
information; however, I hope that actually locating and providing
the data will be fairly straightforward.
The World Resources Institute & World Business Council for
Sustainable Development have jointly developed a Greenhouse Gas
Protocol and I expect that DEFRA is already familiar with GHG
emissions scopes under this protocol. I'll refer to these below.
1) For each of your last 4 recording years, please provide figures
for GHG emissions chargeable to information technology systems, and
please also state the GHGP scope(s) to which those records apply.
If DEFRA does not hold a record of emissions for a given scope and
/ or year, please state this instead.
2) If the figures for the most recent recorded year do not cover
each of the 3 individual GHGP scopes, please provide information
concerning DEFRA's plans to record this information (including
information about any lack of plan).
Please reply for the organisation itself and for any other
organisation(s) for which DEFRA has direct responsibility.

Dear Mr Bannister,
Further to your recent request for information, below is a breakdown of Defra's ICT GHG emissions across the three GHG scopes:
Scope 1. Zero. Defra does not have any direct emissions associated with ICT use.
Scope 2. The sum of "On-site Defra Work Spaces" + "On site Defra Data Spaces" = 2,732 tCO2e for 2009
Scope 3. "Off-site IBM Data centres" = 3,985 tCO2e for 2009.
I would again draw attention to Bob Crooks' original response that this covers the footprint for IBM-provided services. Defra and its agencies do use other ICT service providers but their Scope 3 emissions are not included in these figures.

Dear DEFRA,
I'm pleased with your replies to my query and with your proposal to
publish this information on your website. Thank you for the
information that you have already provided.
I understand from your reply that DEFRA has partial reporting of
scope 3 emissions for 2009, the most recent year for which records
have been published. It's clear that the reporting is already
complete for scopes 1 and 2.
My particular interest here is with the “Production of goods and
services that are purchased or used by your organisation” in
relation to IT and which I would expect to see classified under
GHGP scope 3. These emissions can often exceed the scope 2
emissions for a particular item of equipment; in other words, it
can take more power to make something than it does to run it for
its whole service life. However, my question is about the whole of
GHGP scope 3 and is not restricted to emissions from equipment
manufacture.
I would like to know whether or not DEFRA holds information
regarding its plans to record scope 3 emissions relating to IT or
to improve on the accuracy of recording. If no information is held
by DEFRA on this topic then please reply to confirm this
(similarly, please reply if the information may be held but its
disclosure is not in the public interest etc).
If there are no plans to improve reporting, and DEFRA holds
information on this topic, I would like DEFRA to confirm the lack
of said plan.
If however there are plans to measure all scope 3 emissions,
without separating these by business area, please reply with
information about those plans.
