FUTURE OF STATE CINEMA BUILDING

Dear Sir or Madam.
I am interested to know what has been decided for the exact future
use of the Grade 11* Listed State Cinema Building in George
Street.Grays, and why has nothing been done yet to clean this
historic building up to make it look more presentable. Also why is
nothing being done to get rid of the pigeons that infest this
historic property.
I would also be interested to know why the lane that runs down the
side of the building always known as Blood Alley and now been
re-named State Lane.

Many thanks for your enquiry.
As you will be aware the Corporation and the Council have committed
funding to taking forward a feasibility study on the future of the State
Cinema. The Corporation is currently in the process of engaging
specialist consultants to take forward this work.
The Corporation is the Planning Authority for Listed Buildings, which
includes the State Cinema due to its Grade II* listing. The Corporation
continues to undertake this role in relation to the State Cinema to ensure
that it is secure and protected from the elements. As part of this role
Corporation and Council Officers make internal and external inspections of
the State Cinema, the most recent being 15^th July 2009. The cinema was
found to be dry and secure.
The Corporation is not the Highways or Street Naming Authority as such I
can shed no light on the sign to which you refer. I would recommend that
you speak to Thurrock Council's Highways team on 01375 366100.

that date will the results of the study be published.

Dear Rachael Smith,
Your message states an Internal and External Inspection of the
State Cinema was last made on 15th July 2009.
With this in mind can you please explain to me why nothing has been
done to rectify the rotting door frame on the doors that lead out
into the Morrisons yard on the London Road side of the building.
The rot is so bad that you can almost push your hand straight
though it.
Also why nothing has been done to cover holes and splits in the
rusting metal shutter at the Morrisons end of the building.
I am sure you must be aware that both these have not occurred since
your last inspection on 15th July and wonder why they were
overlooked at that time.
These items need urgent attention to make the building secure.

Dear Mr Valentine,
In answer to your question, the following response was provided by a
member of our Planning Department.
"The building has been inspected by officers on a regular basis. This was
last done with the agreement of the owner in September. The condition of
the building is regularly reviewed. If at any time the condition of the
building reaches a stage that formal action may be taken (for instance a
Repairs Notice) that will be fully considered. That stage has not been
reached and regular monitoring with the owner has not given rise to
specific concerns.
An officer will inspect again in the next week or so. In advance of that
the owner will be advised of your immediate concern.
You will be pleased to learn that work on the feasibility study is
imminent."

Dear Rachael Smith,
Thank you for your reply.
Regarding the T.T.G.D.C. inspections of the State Cinema. Can you
please inform me how and why the front of the canopy over the main
entrance to the State Cinema is constantly being damaged, and why a
high sided market traders van continues to be allowed to park tight
up against the canopy every Friday and Saturday. Is it not possible
for the property owner or the T.T.G.D.to contact the market
organisers to arrange for this trader be allowed to park his van in
another area away from the building, and by so doing perhaps
prevent further damage being done to that part of this historic
cinema.
I would also like to know if the interior condition of the shop
units that form part of the State Cinema are inspected as well as
the actual cinema.

With regards to the first paragraph of your email, Thurrock Council will
be able to address your concerns regarding these issues.

the recent inspection and feasibility study the shops were not inspected.

Dear Rachael Smith,
Thurrock Council have been informed previous of the damaged Canopy.
They are not interested. The only interest they have is if the
Canopy should become a danger hazard to the public.
I would have thought it was the concern of the owner of the
building (not me) to make sure that the canopy is not damaged any
further. It seems the owner is not interested in the deterioration
of this historic building.
May I also suggest that the shop units are included in the next
inspection of the building, so that the inspectors are aware of the
bad parts of the property as well as the good.
