Dear Sir or Madam,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Staffordshire County
Council's handling of my FOI request 'Further call for HE
evidence'.

There is no reason why my request should be refused and indeed
other authorities have provided the information under FOI requests.
The data requested is generic and would not lead to the
identification of individuals. I therefore expect Staffordshire to
comply with my request as a matter of urgency, especially given
that this request is now overdue.

You have asked for a review of your request. I can confirm that this will
be investigated by Philip Jones, Head of Information Governance.

I would normally expect to be able to deal with such matters within 20
working days. On occasion this is not possible because of issues that
arise in reviewing a complaint. If this is the case I will write to you
again and explain any delay and when you can expect an answer. At present
I have no reason to believe this matter cannot be dealt with within the
timescale.

Dear Stibbs, Lian (L&G),

It has come to my attention that perhaps Staffordshire provided
more information than is suggested by the internal review response
of 4 December.

In a Parliamentary question about Mr Badman's further call for
evidence, the DCFS provide a table which list Local Authority
responses to one of the questions asked in this data request of 17
September 2009:

You will note that Staffordshire is listed, with the home education
population figure for the Authority.

Clearly this figure would not be subject to s40 (2) of the Freedom
of Information Act 2000. Please then supply any further information
which was supplied in response to Mr Badman's call on 17th
September.

hello Sam and hello DCSF spies.

Ok- all I see on Hansard is an indication of how many children are registered with each LA.
Sam I already have 18 (not 20) LAs with 5 CPP's and any other variables at this point will not change the stats much either way for education nor NEET.

I left a direct challenge to the DCSF to sit with me and answer my specific questions regarding the numbers they have in their Impact Assesment. the trouble is- thos ewho signed off the IA are different people to those who actually worked out the numbers. No-one high up has spent enough time looking at the actaul responses. Having most of them laid out in front of me in table format and being able to compare the responses with what that LA said earlier that month regarding education is useful. However just the raw data prooves that the Impact Assessment is wrong to the point of 88million in defecit at the end of 10 years if there are 80,000 home educators .
