I would like to request as detailed an audit as possible of the way
that the Cycling Demonstration Town money has been spent, both that
provided by central government and that provided in match funding
by BHCC. I am aware that the Cycling Town project is not yet
concluded, so accounts up to end of year 2009 will suffice.

A summary of the key achievements of the first 3 years of the Cycling
Demonstration Town project in Brighton & Hove are as follows:

v The UK's first segregated `freeway' route between Hove and
Hangleton, as part of the national and local cycle network. Monitoring in
June 2008 indicates around 250 cyclists per day.

v A Personalised Travel Planning Project (PTP) has engaged with some
30,000 households over the last three years in Brighton & Hove to provide
free information and advice on travel mode choice to residents in the
city. Addressing barriers to cycling has been a key focus to ensure
greater balance in travel mode choice. The approach had success in
reducing the proportion of residents in the city travelling as single
occupancy car drivers for all journey purposes.

v The local Primary Care Trust has joined the CDT project board and
strengthens links with the Annual Public Health Strategy.

v The A259 Sustainable Transport Corridor measures have included
on-road and off-road cycle priority facilities.

v Cycle Maps (citywide, NCN2 seafront route and Downs to Seafront)
have been updated and publication numbers increased to meet demand -20,000
to 30,000 per year

v The `JourneyOn' website has been upgraded and receives 2000 `hits'
per month

v 28 cycle priority Advanced Stop Lines have been installed at busy
traffic light junctions.

v The Seafront cycle route is used by 2000 cyclists per day and has
been upgraded with additional funding from Cycling England.

v Two pedal cycle parking bays (PCPPs) implemented the first in the
City. In addition to this B&HCC have produced policy documents for CPZs to
include

v Pedal Cycle Parking Places (on-carriageway provision of cycle
parking) prepared for consultation, in line with resident demand.

v Continued high profile promotion of Brighton & Hove CDT including:

- Cycling England - Chief Executive, Phillip Darnton, provided
strong support with regular meetings and photo calls attracting local and
national media.

- Brighton & Hove appears in professional publications and
national press and have received awards for cycle related schemes.

- BHCC represented highly at CDT conferences and workshops. As we
are top 6 towns we advise other local authorities.

- National Conference - 100 leading experts attended an event
hosted at Hove Town Hall

- Transport Practitioners Meetings - We have presented our
schemes at industry events where a number of professionals and other
institutions attend.

- Sustrans - Board Meetings held in city.

- BHCC Chief Executive and Lead and local councillor involvement

- Major Employers - LloydsTSB and Legal and General relocated to
Hove and using Business Travel Plan services and CDT
initiatives/infrastructure to encourage a change in travel behaviour.

- Over 30 local employers represented in Business Travel Plan
Partnership to develop area-wide travel plans and generate funding via
voluntary and planning obligations.

- Cycle count monitoring data indicates an increase in cycling
trips.

v Bikeability training targets on track - 1300 children received
Bikeability Level 1 & 2 training in 2008/9.

v Links to national events - Walk to School Week, Bike Week, `Car
Free' Days, London-Brighton Cycle Ride.

The CDT project over the first three years (2005-8) has been successful in
improving the cycling offer to residents, workers, school pupils and
visitors. Specific schemes and measures such as personalised, school and
business travel planning. seafront cycle route improvements, localised
cycle route improvements, advanced stop lines, cycle training, and the
Grand Avenue/The Drive have sought to encourage those who do not already
cycle to consider cycling as a viable means of getting around the city.
Grand Avenue/The Drive is the city's first 1KM Cycle Freeway which
commenced in January 2008 and was completed by June 2008.

Since 2005 a combination of CDT and City Council funded work and solely
Council funded work to compliment CDT has been delivered. New Road is
another fine example of Brighton & Hove's innovative approach to
encouraging the viability of sustainable travel in the city.

I also attach a spreadsheet which contains a breakdown of DfT funding and
match funding through projects pre-determined by Brighton & Hove's current
Local Transport Plan."
