Halton BC has 11 Business Reply Plus accounts and 8 Business Reply response Licences which are used by specific departments within the council. Each of these licence numbers, if quoted with the specific address, would create a free post account.
Disclosure of the more specific details you have requested would be likely to prejudice the commercial interests of the Council. The Council is satisfied that the public interest in disclosure is not outweighed by the public interest in non disclosure.
