Dear Freedom of Information,
If you don't keep records how do you or others, including the ICO,
to know when and if you have failed to meet the statutory deadline
for a reply. Is the ICO aware that you don't keep adequate records
and how do expect the ICO to have accurate records when you don't
have any to start with?

On the 28th September 2008 I submitted the following freedom of information request.
Dear Sir or Madam,
Since the inception of the Freedom of Information Act to date

2)how many have times has the council failed to respond within the statutory 20 day period?

The reply I received from A Marshall on the 29th September suggests that I can find Bristol City Council's record of compliance by visiting the Information Commissioners website at www.ico.gsi.gov.uk
I can't find any such record on the ICO website. At least not summarised and separating out each council anyway.
I responded with the following message
Dear Freedom of Information,
