Conflict of interests.

How can one man be FOI officer and Data Protection officer at the same time? Is this not a serious conflict of interests, given that MR Cherry at Cumbria Police Headquarters is the man who insists he has the right to retain the names of innocent people on record(Secret Police Computer),accused of child abuse, and yet he is the person who will decide a reply to my FOI request, which involves, and brings into question his own actions.
