Dear Wiltshire Council.
Under the freedom of information act 2000, i would be grateful if
you could provide me with the following information in relation to
Stockley lane, stockley and in particular the section between
stockley road and blackland lakes leisure centre.
* Dates of all safety inspections undertaken on the carriageway in
the two years preceding 15/2/2010.
* Details of all carriageway defects identified during safety
inspections in the two years preceding 15/02/2010.
* Details of how carriageway safety inspections are undertaken,
including weather walked or driven, the speed of the inspection
vehicle and the number of persons in vehicle.
* The intended frequency of carriageway safety inspections.
* Details of all complaints and/or enquiries relating to the
carriageway, received in the past two years to 15/2/2010.
* The hierarchy classification.
* The road/section number.
* The defect intervention criteria adopted in relation to the
identification of all categories of carriageway potholes.
* The time period(s)adopted between identification and repair
(temporary and permanent) of all categories of carriageway defects.
* Weather or not the authority has formally adopted all or part of
the standards contained within the national code of practice for
highways maintenance management.

Thank you for your email dated 23^rd February 2010 which has been passed
to me to process under the requirements of the Freedom of Information Act
2000.
I understand your request to be for details of safety inspections carried
out for C247 Stockley Lane, Stockley and also of inspection regime
practices, in particular:
1. Dates of all safety inspections undertaken on the carriageway in
the two years preceding 15^th February 2010.
2. Details of all carriageway defects identified during safety
inspections in the two years February 2008 - February 2010.
3. Details of how carriageway safety inspections are undertaken,
including whether walked or driven, the speed of the inspection vehicle
and the number of persons in the vehicle.
4. The intended frequency of carriageway safety inspections.
5. Details of all complaints and/or enquiries relating to the
carriageway, received in the two years February 2008 - February 2010.
6. The hierarchy classification.
7. The Road Section number
8. The defect intervention criteria
9. The time period(s) adopted between identification and repair
(temporary and permanent) of all categories of carriageway defects.
10. Whether or not the Wiltshire Council has formally adopted all or part
of the standards contained within the national code of practice for
highways maintenance management.

Further to my email dated 23^rd February, the information held by
Wiltshire Council has been collated and the following response is
provided:
1. Dates of all routine safety inspections undertaken on the carriageway
for C247, Stockley Lane between Stockley Road and Blackland Lakes
since February 2008.
2008: 6^th February, 7^th May, 8^th August, 7^th November.
2009: 9^th February, 6^th May, 3^rd August.
2010: 5^th February.
There was no routine inspection carried out in November 2009 due to
breakdown of the inspection vehicle.
2. Details of all carriageway defects identified during safety
inspections since February 2008.

3. Details of carriageway Safety Inspection practices.
Safety Inspections are undertaken from a driven vehicle. The inspections
are undertaken by a two man team (1 safety inspector and a driver) from a
driven vehicle travelling at between 15 and 30 mph dependent on traffic
conditions.
4. The intended frequency of carriageway safety inspections.
Inspections are carried out on a quarterly basis.
5. Details of all complaints/enquiries relating to the carriageway
received since February 2008.

The national code of practice for highway maintenance is a guide for
authorities to use when producing their own inspection policy and not to
be followed as the policy. This document was referred to when Wiltshire
produced their policy.
The council has not withheld any information in relation to this request
