Dear Sir or Madam,

Please could you provide the following information about the scheme
offering free parking in Sheffield city centre during December:

Details of any consultations that took place with businesses
regarding the scheme

The estimated loss of revenue arising from free parking being
offered in the city centre

The estimated increased revenue arising from any reallocation of
traffic wardens in other areas

If any consideration was given to extending this scheme to other
shopping areas outside of the city centre which also generate
parking revenue for the council.

Dear Mr Evans,

Further to your request below I have been asked to respond on behalf of
the city council.

The parking initiative is part of the Christmas Promotional Campaign 2009
which starts on the 22nd November (Christmas Lights Switch On) and runs
until Boxing Day.

The objectives of the campaign are to increase city centre footfall
through strong marketing, programmed events and initiatives such as
retailer offers and free parking.

Consultation has taken place through a number of channels including the
City Centre Retailers Group, City Centre Business Group and Retailer
workshops. We have also used e'briefs and newsletters to gain feedback to
ensure the campaign will be a success.

The estimated loss of revenue to the City Council is £85,000 which as an
estimation will be insignificant when compared with the economic impact it
will have for trade over the period. Most Parking Enforcement Officers
will still be required in the city centre to ensure compliance with
Highway Regulations such as loading and double yellow lines.

For this period the Campaign is restricted to the city centre due to the
high concentration of retail and as its role as the hub for the city
however the campaign will be evaluated and results made available to Cllrs
to drive future decisions.
