the term Foundation Trust equivalent (FTe)
eg.
1)Dates when decision on FTe was reached in Parliament? 2)What was
the intention of FTe as compared to Foundation Trusts status?
3)What documentation is available to show how the FTe registration
process has been progressed?
4)Who will be responsible for monitoring healthcare under FTe

Dear Sir or Madam,
In being overdue with your FOI response to my question on FTe I
believe you are now breaking the law. I am now requesting an
internal review and for ease of reference these are my questions
again:
Can I please have access to all documentation on the development
ofthe term Foundation Trust equivalent (FTe)
1)Dates when the decision on FTe was reached in Parliament?
2)What was the intention of FTe as compared to Foundation Trusts
status?
3)What documentation is available to show how the FTe registration
process has been progressed?
4)Who will be responsible for monitoring healthcare under FTe?

Dear Mr Winks,
Thank you for your comprehensive response and as the email trail on
WDTK site will show there is no response dated 5th June, so not
sure what happened but thank you for now allowing me the
opportunity of adressing this again.
For ease of reference I will use my question, plus your responses,
any refinements will follow the word AND (in caps) I hope this is
Ok.
On 18th may I requested all documentation on the development of the
term Foundation Trust equivalent (FTe). With particular reference
to:
eg.
1)Dates when decision on FTe was reached in Parliament?
You responded:
On April 1 2009, Ministers confirmed that three Mental Health
Trusts with high secure services would be eligible to apply for FTe
status, giving these organisations similar freedoms to Foundation
Trusts but acknowledging the requirement for central accountability
for high secure services. The press notice announcing this is
available at the following web address:

AND Thank you for the link to the Press notice but I am still
requesting, under FOI, copies of the official documents recording
the due process involved in the Ministers decision when they
confirmed that three Mental Health Trusts with high secure services
would be eligible to apply for FTe status? AND: Or maybe the
documentation is available when the term Foundation Trusts status
was debated within both Houses? AND I understand from information I
have that secure services were working towards FT status when it
changed to FTe, Is there any documenation which shows the reasoning
behind the Ministers decisions?
2)What was the intention of FTe as compared to Foundation Trusts
status?
Your Response:"The FTe model enables the three trusts, which
because of their provision of high secure services cannot become
full Foundation Trusts, to work towards a similar status. Becoming
a FTe organisation will allow the Trust to focus on the quality of
its services, its governance, its financial position and its
approach to improvement. This is due to the different regime FTe
organisations will operate within if successfully authorised.
However, to be authorised as an FTe, each trust will go through a
rigorous assessment process. If they pass, they will be treated as
far as possible as Foundation Trusts. This will mean they will have
more involvement from their constituencies, will be subject to more
proportionate risk-based performance monitoring, and a financial
regime that will support the delivery of high quality services.
AND: Who is involved in the assessment process
AND: In relation to the 'rigorous assessment process' you referred
to, can I access the Broadmoor Investigation Report commissioned by
the Secretary Of State and how will comments arising from the
report be fed in to the assessment process?
3) What documentation is available to show how the FTe registration
process has been progressed?
You responded:"The policy announcement on April 1 2009 confirmed
that the trusts who manage the three high secure units in England
are eligible to commence with their applications. The first stage
of this process for these trusts, as for aspirant Foundation
Trusts, will be for their Strategic Health Authority (SHA) to
approve them proceeding with their application. With this support
each trust can then undertake a public consultation. This is about
ensuring the application is reflective of views of the local
population, service-users from wider geographical locations and
other relevant stakeholders such as health service commissioners.
Nottinghamshire Healthcare NHS Trust have now started their FTe
public consultation for which documentation is currently available
on their website at:

AND:
Thank you for the link to Nottinghamshire Healthcare NHS Trust I am
sure it will be very imformative. However, if SHA's are to approve
Trusts progression with FTe application how does DH convey the
results of Independent Investigations commissioned by the Secretary
of State to SHA?
AND:What DH documentation is used for this process?
AND: If as you confirm " The policy announcement on April 1 2009
confirmed that the trusts who manage the three high secure units in
England are eligible to commence with their applications."
Can I have the DH documenation on when this policy decision was
discussed and who was involved in those discussions?
4)Who will be responsible for monitoring healthcare under FTe
You responded:
"Successful authorisation as an FTe will not change the legal
constitution of the organisation, unlike Foundation Trusts. This
means that responsibility for regulation of healthcare under the
FTe regime will remain with the SHA but will be modelled on how
Monitor (www.monitor-nhsft.gov.uk/) regulates the Foundation Trust
sector. SHAs will take a more risk-based approach in relation to
non-high secure services, but will continue to performance manage
high secure services as now. FTes will also be subject to review by
the Care Quality Commission.
AND: How often will CQC review FTe's?
