Why are Foster Parents in receipt of Tier 3 Fees paid MORE TO

Why are Foster parents in receipt of Tier 3 Fees paid more to maintain
foster children than foster parents in receipt of Tier 1 & Tier fees?
As per the Foster a Future Scheme of Allowances Tier 3 is a specialist
rate for those carers looking after young people who would meet the
criteria for 'specialist multi - dimensional treatment fostering'.
These are young people who have the highest level of need and present
challenges for their daily care.
Tier 3 foster carers provide specialist care to young people who have
been identified as requiring an intensive support package who due to
their needs require more intense support from the foster carer and as
such there is usually at least one non working foster carer.

Dear A Williams,
Please see below some real life examples of children within tier 3:
Example 1
Child in placement with multiple disabilities, life limiting illness,
needs 24 hr supervision, under constant medication for his condition.
Is with a single carer who does not work.
Example 2
Child with a significant learning disability, attends a special needs
school, has a disability linked to severe burns at a younger age that
she requires constant treatment for requires extreme levels of care and
supervision.
