Dear Sir or Madam,
In response to requests for Internal Review of FOI requests, it
appears that it is BBC policy to state that the review will take
place "within 30 days".
Noting that ICO guidance states that a reasonable time for such a
review is 20 working days, other than in exceptional circumstances,
can you please clarify whether this is your explicit "target time"
for dealing with such requests or complaints, or, if a different
target is maintained internally, detail what that is.
You will also be aware that the Code of Practice recommends that
such target times are reviewed regularly, and I would therefore ask
that you please provide information on when/how this was last
reviewed, along with the minutes of the meeting at which that
happened, and a copy of any report / memo / email / whatever where
this was communicated from the decision maker(s) to other relevant
parties.
Finally, the Code also recommends that authorities publish
information on the success of meeting these targets, and I would
ask that you direct me to where the BBC publishes such information.
If it does not currently publish this, I would ask, for each
quarter since FOI came into force, what the target time was, how
many complaints/requests for review were received in that quarter,
and the mean, standard deviation, and maximum time taken for the
reviews received in that quarter to be finished.
