I refer to your request which was received on 3 February for review of the
handling of your request which was for a copy of the Development Appraisal
held in the Fit for Future file referred to as a background paper to the

Dear Sir or Madam,
Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of Edinburgh Council's
handling of my FOI request 'Fit for Future background papers'.
In particular I am astounded that the Council claim not to hold a
copy of the full report, undertaken by their specialist consultants
C&W, who Jim Inch states hold the only electronic copy. Surely the
Council should have been provided with an electronic copy of the
report they paid for to hold in their own files or database.
As the report is in electronic format it should be easy to
circulate between C&W and CEC and for Jim Inch to post to this
website in response to my request.

I am very disappointed with the response from Jim Inch which you
have copied to me.
It is clear he understands exactly which report I wish to view, and
which I referenced as being on the Fit for Future file in June 2005
( as had CEC in their report). Whilst he has provided the extract
of the C&W report which was 'in the fit for future file' in June
2005 he now states it is because they did not receive a copy of the
full document until September 2005.
I presume this important document has now been located (even if it
is not in fit for future file) and would like to clarify my
original request and inform Jim Inch that YES it is the full report
I wish to be given access to.
