Dear Sir or Madam,
Would you confirm please whether or not you ensure that adequate
provision is made in the annual accounts of electricity & gas
suppliers for the renewal & replacement of transmission lines,
pipelines, processing facilities and generating capacity etc. The
taxpayer should not at some future date be faced with a fait
accompli situation whereby the State has to foot this bill - ie
privatisation of profit & socialisation of losses.

Mr Morrison,
Following up my earlier email the process is as follows;
Ofgem and Grid / Distribution levels agree investment levels during the five-yearly cycle of `Price Controls' (Transmission Price Control for the Electricity Grid, Transportation Price Control for the Gas Grid and Distribution Price Controls for either of the local distribution networks). This process includes agreeing appropriate investment levels. Details of the most recent price controls can be found on the Ofgem website.

Companies then send annual accounting returns (regulatory accounts) to us through which we monitor the investment which takes place to ensure that what was planned and allowed for in the price controls actually happens.
The companies are required to publish this information in their annual `regulatory accounts which they are required to publish on their own websites.
