Dear Sir /Madam,
Under the Freedom of Information Act (Scotland) I am requesting the
release of the following information:
1. What was the initial budget for the implementation of the
University's Finance System?
2. Who approved the budget for the Finance System and when was it
approved?
3. What was the initial completion date for the implementation of
the Finance System?
4. Since the approval of the budget for the Finance System, please
provide for each Financial Year:
a. Payments to the supplier of the Finance System for the
procurement of software.
b. Payments to the supplier of the Finance System for the
procurement of consultancy services.
c. Payments to other external consultants recruited for the
implementation of the Finance System.
d. Costs of computers procured for the Finance System.
e. Cost of University staff working on implementation of the
Finance System.
f. Salary cost of the department of Finance.
5. For the current Financial Year, please provide the following
information for the period 1st August 2008 to 31st January 2009 :
a. Payments to the supplier of the Finance System for the
procurement of software.
b. Payments to the supplier of the Finance System for the
procurement of consultancy services.
c. Payments for other external consultants / temporary staff
recruited for the implementation of the Finance System.
d. Cost of computers procured for the Finance System.
e. Cost of University staff working on implementation of the
Finance System.
f. Salary cost of the department of Finance.
6. Please provide me with a copy of your cost savings analysis for
the implementation of the Finance System.
7. What are the outstanding areas that the Finance System's
implementation requires to address?
8. When will the implementation of the Finance System be completed
and what is the anticipated future costs of this implementation?

Ending July 2006: £1,631,222.02 (increase of 15% over the previous year)
Ending July 2007: £1,663,760.07 (increase of 1% over the previous year)
Annual Salary cost for Department of Mechanical Engineering (Academic department)
Ending July 2005: £1,687,181.36
Ending July 2006: £1,843,240.28 (increase of 9% over previous year)
Ending July 2007: £1,783,921.03 (increase of -3.3% over previous year, i.e. a decrease)
Annual Salary cost for Department of Corporate Communications (Administrative department)
Ending July 2005: £315,793.36
Ending July 2006: £432,708.80 (increase of 37% over previous year)
Ending July 2007: £604,681.81 (increase of 40% over previous year)
Annual Salary cost for Department of Human Resources (Administrative department)
Ending July 2005: £1,143,167.84
Ending July 2006: £1,407,699.66 (increase of 23% over previous year)
Ending July 2007: £1,587,304.17 (increase of 12% over previous year)
This shows that while some of the Academic Departments' salary costs have increased very little (and in one case it has even decreased), some of the Central departments have been enjoying a substantial increase in their salary costs.
At the time I felt that a question needed to be asked: has the University of Glasgow misplaced its priorities?
But now I feel that another question needs to be asked: Why the University cannot provide salary details for the department of Finance while it has been able to provide this information for other departments?
