please could you confirm for me, the FCO web site (www.fco.gov.uk)
is presently hosted in the United States of America by Digex,
Incorporated (One Digex Plaza, Beltsville, MD 20705, USA).
Please could you disclose to me the 'Request for Proposal' or
'Request for Quotation' issued by the FCO for this contract, and
corresponding proposal/quotation provided by Digex?
Were any UK web hosting companies invited to bid for this work?
What criteria was used to select the hosting provider?

Thank you for your email of 1 August. I confirm that the FCO does hold
information relevant to your request.
The FCOWeb contract was tendered through the Official Journal of the
European Union (OJEU). UK companies were able to bid via the OJEU. The
Request for Proposal (RfP) did not ask for a hosting-only solution, but a
managed service, including, design, development, transition and ongoing
service management of over 200 websites.
The FCO evaluated the proposals across a number of assessment areas (for
example, VfM, style, proposed solution), prior to the contract being
awarded to Logica. Logica subcontracted the hosting element to Digex (now
known as Verizon). Hosting is maintained in London and San Jose. The FCO
has no direct relationship with Verizon.
Reuse of material
The RfP is attached. You may re-use this Crown copyright protected
material (not including the Royal Arms and other departmental or agency
logos) free of charge in any format for non-commercial research, private
study or internal circulation within your organisation. The material must
be acknowledged as Crown copyright and you must give the title of the
source document/publication.
