Graeme Breen made this Freedom of Information request to Foreign and Commonwealth Office

The request was partially successful.

From: Graeme Breen

9 March 2010

Dear Sir or Madam,

I am writing to request information under the Freedom of
Information Act 2000. My queries are listed below in descending
priority order in the event that the cost limit is reached. In
order to assist you with this request, I am outlining each query as
specifically as possible.

I would like to request the following information:

1) Details of correspondence between the Quilliam Foundation and
the FCO in the year 2009. The details should include copies of the
correspondence or the information contained therein. Please also
indicate whether minutes or official accounts of the meetings were
made, and if so, please release these. This request refers to the
period between January 2009 and the present. However, if this is
likely to be refused in part for cost reasons I have listed a
priority list of time periods. I request that you work down this
list until you reach the limit:

Jan-Mar 2009
Apr-Jun 2009
July-Sept 2009
Oct-Dec 2009

2) Details of the Quilliam Foundation’s previous and/or ongoing
involvement in the Projecting British Islam/Muslims programme, and
the FCO funding involved.

3) Details of FCO funding of the Projecting British Islam/Muslims
programme: Details should include the total funding; a list of
fundees, together with funding totals and the purpose of the
funding; a list of visits associated with the programme including
details of dates, locations, persons involved from the FCO and from
external organisations; internal reports on the visits including
from overseas posts and news reports such as those created/issued
by British Satellite News and other FCO publicity ventures.

4) A detailed break-down of the funding that the FCO attributed to
the Quilliam Foundation's Pakistan Project in the year 2009, and,
its Syria Project in the year 2009.

If my request is denied in whole or in part, I ask that you justify
all deletions by reference to specific exemptions of the act. I
will also expect you to release all non-exempt material. I reserve
the right to appeal your decision to withhold any information or to
charge excessive fees.

Please supply the information in digital format if possible.

Please provide an acknowledgement email upon receipt of this
request.

Regards,
Graeme Breen

The FCO expect to be able to respond by May 10th as they need more time to consider the public interest as is allowed by the FOI Act.

Dear Mr Breen,

I write in regard to your recent Freedom of Information request and our
response of 10 May (ref: 0238-10). You asked for: "A detailed breakdown
of the funding that the FCO attributed to the Quilliam Foundation*s
Pakistan Project in the year 2009".

Unfortunately the answer provided under point 4 was recorded incorrectly.
Point 4 of the letter should therefore read:

"The FCO has provided £428,105 in funding to The Quilliam Foundation from
April 2009 to April 2010 for a project in Pakistan aimed at directly
challenging and undermining the arguments used by violent extremists to
recruit vulnerable people overseas."

I apologise for this mistake.
