What may be happing is a public interest test is being carried out to see if applying the exemptions is in the public interest or not; that does allow an extension to the time limit.
It's not clear to me if these delays are due to a public interest test; or if the letters amount to an apology for a failure to comply with the time limit the FOI act sets down.
