Commissioner regarding the complexity and fact they deliberately
misinterpreted . NB over 90+ requests to no avail . I need an LCO
which Legal Complaints agreed then refused to give after causing
severe stress and frustration which has already caused cardiac
arrest regarding a fair hearing /trial which is a human right
especially as I am dyspraxic .Are they colluding with fraud as are
the serious fraud office ??!!

Dear Sir or Madam,
Had to make 10 calls to be passed on and on and on to same office
being messed about sending me top one of 10 managers on remits [ no
discretion] not there . Asked for LCO as very complex and
caseworker handling case made it clear didn't understand the issues
& more interested in maladministrating process - first informed at
Christmas . Because Call Centre being wound up and blamed as
refusing to put me through to Disability coordinator or overall
Manager . Am I to sue you for a lack of Duty of Care wasting all
afternoon playing games so couldn't direct my cleaner then you
unplug the phones . Totally unprofessional ! Yet typical. How many
people have been referred to LCO since Jan 2009 and when can I see
one urgently ?

You have asked to know how many people have been referred to a
Local
Consideration Officer (LCO) since January 2009.
The Society is not subject to the Freedom of Information Act
itself.
However, I am considering your request under the Law Society
Freedom of
Information Code (the Code) The Code is a voluntary code of
practice
which mirrors the Freedom of Information Act.
I am currently dealing with your request. Bob Stanley, Information
Compliance Manager will aim to respond to your query by 24 July
2009, 20
working days from the receipt of your request.
In relation to your query as to when you may see an LCO yourself,
you
will need to ask this question of the Legal Complaints Service (the
LCS)
directly. Although the LCS is part of the Society, it acts
independently in relation to its complaint handling functions. The
decision whether to refer you to an LCO is to be made by the LCS. I
cannot assist you further in this regard.

Dear Susan Markham,
Are you the not going to resolve your problem officer ? You listen
to me or I will blame you officer ! What does Compliance mean that
you make everyone do what you want not listening or resolving. It
is Local Conciliation not Consideration Officer Eh ? No wonder you
don't know how many there are they obviously don't exist . Do you
know what you are doing ? I feel you are giving me no assistance
.So request an urgent internal review in London that is oral with
my expert witness.

Justice . What are these people doing have no Disability [
complaints officers - oral]
What to send to HMCS who said in 2003 don't address discretion ??!!

Dear Sir or Madam,
Is Ben Harrison Manager - not there - when first phoned then
extremely unhelpful - deliberately complying with a solicitor who
defrauded me taking money for litigation . He then went back to
those who caused the problem Appeals Service that always said never
to do. This has been due to experience and problems with Royal
Courts of Justice [admin Court ] on MA with evidence on MA lost
this time deliberately destroyed . As so complex & Officer dealing
with was deliberately not understanding saying going to
maladministrate so I asked for LCO . The person who replied
referredto them as Local Consideration[ Concilliation? ] Officer
??!!! On site whatdothey know . I since received a letters saying
going to be put forward for LCO . Now today saturday received a
letter from him saying to write in this means going to ignore??!!!
Please address urgently as need an oral hearing with LCO in London
not on remit or contract ? How many times have they been used since
Jan as suspect this is not true?

Dear Sir or Madam, ABUSE OF POWER
A BREACH OF HUMAN RIGHTS [typical of call centres using data to own
bias ie: inappropriately ]
How many times have they [ LCO s] been used since Jan as suspect
what advertise as procedure s is not true - no discretion ? The
Human Rights Act says you cannot punish by no fair hearing [ trial]
] as this is what you have done winding up blaming because your
suspect corporate directors are not providing .When questioned
maladministration of case worker complied with by Manager I expect
it investigated competently and fairly .
Please address urgently as need an oral hearing with LCO in London
not on remit or contract that you have said is not going to happen
? What is going on ?

Dear Sir or Madam,
Is it procedure that you deal with someone not happy about the way
you neglect serious issues FRAUD via your process, procedure and
maladministration, that you wind them up so much [ over 30 calls
into oblivion, as the Manager not there [ nor Deputy?] then
downright rude[ never contacting] or was it one of many Clerks
pretending . Then you have audacity to turn tables call the person
seeking assistance abusive so you don't have to address serious
issues which you are complying with, and directed not to [ process
only] . Surely criminal behaviour?
You then pass it on to a Head of Quality Aman Virk who has not the
decency and professionalism to speak to me, just write a nasty
fascist letter taking sides, to leave me completely in limbo .
This is serious civil liberties /human rights abuse caused by all
agencies set up like call centres by sole corporate directors .Why
are we paying for this ??!!
You can bet your life if raised this issue with you you would call
me racist next to save your backs and setting me up with a LCO the
procedure of which you have given out in information doesn't exist
. Lovely. This is a serious abuse of power.

Thank you for your e-mails dated 9 July 2009.
I have today been in contact with the Legal Complaints Service (LCS) who
have informed me that their investigation is still ongoing their
reference: CRO/105347-2009 and there are no special reasons which would
justify the Ombudsman's involvement at this stage,
Once they have made their final decision it is open to you to contact the
Ombudsman if you are still dissatisfied with their handling of your
complaint. However, you must write to the Ombudsman within three months of
the date of the professional body's final decision letter, unless there
are special circumstances, which prevent you from doing so.
I am sorry that I cannot be of any further help at this stage.

which said would do . As it sounded as if colluding with fraud that

Because the system here is autromatic you can't always see the complete picture of what happened before which you need if dyspraxic . You would be angry if those in a position of power had no decency just maladministratng playing for time [ they all do it] causing you civil liberties abuse , That those administrating on remits have no discretion or understanding of the democratic. You can't even spell you correctly .Why are you working for a democratic site with NF attitude ??!!What is going on? What qualifications do you have to make your nasty comments ?

HUMAN RIGHTS ABUSE /FAIR TRIAL
Your switchboard call centre won't put me through to you as you do
not accept calls or give references it appears ???!!!
There is a problem with Legal Complaints refusing to take forward
give me a LCO winding me up yet again when had cardiac arrest
recently . Are you complying ?
They are now refusing to send copy of final letter pretending they
are still dealing with when deliberately maladminstrated . When
told me realised they did not understand & why asked for LCO .
Surely this isn't being done on purpose They have just blamed me as
abusiveagain refusing to put me through to someone reasonable . So
is this the punishment with which you are complying.
It is illegal to do this nevert had a problem till there were call
centres . Am now 63 but find all call centres are ageist and do
deal with discretionary issues so wind up and blame like this cause
civil liberties abuse by leaving in limbo .Surely not legal?
So request an oral Internal Review where you can appoint & monitor
the LCO as have no faith in their honesty and integrity any more

Dear Sir or Madam,
Yet again winding me up wanting to put me through to those
,maladministrating and blaming sending me letters refusing LCO
which was agreed to before final letter, which did not address
issues of solicitor fraud .
I asked for this when she told me was going to misinterpret.It was
so complex realised I needed LCO . I now do not trust you as it
appears you could be taking back hander as cannot see why you
should conduct yourselves without integrity saying still dealing
with to Ombudsman when said you would not deal [ as would
maladministrate] with to me . No thankyou .
Need copy of final letter blaming me that was maladministrated
emailed by return thankyou. and request urgent oral[
dyspraxic]review by an independent person ,not on remit or contract
as you sayi you can access LCO s when you can't as prevent by
blaming!
.Ageism??!!!

We are in receipt of your further emails. You say that we have not asigned
a reference to you, however, each of our previous emails had the subject
heading 'Our Reference: 44901'. For the avoidance of doubt, our reference
is: 44901.
You have asked for us to look at the website www.whatdotheyknow.com Having
reviewed this website I can see that it is intended to help members of the
public gain information through the Freedom of Information Act (FoI). You
have not made any request under FoI to this Office. If you are unhappy
with the Legal Complaints Service's (LCS) response to your FoI request to
them, you should contact the Information Commissioner's Office. The role
of the Legal Services Ombudsman is to oversee the way in which the LCS
handle complaints about solicitors, not to consider the way in which they
have responded to requests under FoI.
As has been explained, the LCS have not yet closed their file into your
complaint. The Ombudsman does not normally become involved in a complaint
until the LCS have completed their investigations and issued their
conclusions.
You have asked to have a Local Conciliation Officer sent to visit you from
this Office for you to explain your complaint. The Local Conciliation
Officer service is one offered by the LCS and not this Office. In any
case, we are unable to accept your complaint until the LCS's file is
closed.
Finally, you have telephoned this Office on a number of occasions today
and have become abusive to staff. This is unacceptable behaviour, and if
you continue to be abusive in further telephone calls, those calls will be
terminated.

Do you ignore complainants regarding final letters which had in
order to deliberately delay and waste time to give a fair hearing ?
Do you not provide Disability assistance [ dyspraxic] Duty of Care
. Legal? - as also had a cardiac because of stressful conduct From
organisations set up like call centres ripping us off.
The legal Complaints had complaint since Jan 2009 Do you always
believe what is written ? What qualification do you have regarding
fair investigation so not to cause miscarriage of justice?It
appears you comply with deliberate delay because of unfair bias
towards others organisations with same structure and solicitors
acting fraudulently .?
Was told you could provide LCO and to write in ? Why are you so

Who can I go to get an urgent fair hearing as it appears not to be
you . Why are we funding this So requet urgent oral meeting - plan
review via LCO not on remit or contract in London ?

The FOI act allows 20 working days to provide a response - and they have provided you with a target date 24 July, a fortnight to go. Yu therefore can NOT ask for an Internal Review.
I am all for using the act to get public authorities to open up and provide info but the way in which yu are abusing the system leaves yu open to having your request deemed vexatious.
I don't think that they are, but your approach is certainly hostile if noy haphazard,
