Experience of Elective Home Education team
Matt Hupfield made this Freedom of Information request to Staffordshire County Council
The request was partially successful.
Matt Hupfield
8 January 2009
Dear Sir or Madam,
The 'Introducing...' page of the council website for your Elective
Home Education team, link below, states that all of the team have
prior experience as teachers and/or advisers in state schools.
Nowhere is there detailed any information about their experience of
home education/education otherwise than at school.
Under the Freedom of Information Act, I would like to know:
- Whether or not any of the team have experience of educating
children otherwise than at school. By this I mean specifically home
education of any form. I do not mean experience of the education of
children in special schools, PRU's or any other educational
establishment, state or independently run.
- Details of any experience they do have.
Yours faithfully,
Matt Hupfield

Dear Mrs Stibbs,
Thank you for your reply. It appears you are combining this with my
other recent FOI request
(http://www.whatdotheyknow.com/request/jo...).
That is fine.
I appreciate, and anticipated, the data protection issues regarding
personal experience. Thank you for the job descriptions.
Could you provide me though with more detail regarding the salary
for each post.
- The EHE Admin job is a Grade 5 post. Could you provide with me
with details of the grading scale showing the monetary values each
grading has.
- The EHE Associate Officer job description has no grade. Could you
tell me the grade for this post and corresponding salary.
- The SI Officer for EHE post has 'Soulbury' as the grade. Could
you please explain what this means. As Mr Hindmarsh, the current
post holder of this job, has other responsibilities could you
please also tell me what increase in salary he gets for this
specific
role and how many hours a week he works on this role.
Yours sincerely,
Matt Hupfield

Dear Mr Hupfield,
Soulbury is the pay spine for Inspectors Advisers and Organisers,
Associate Officers are based on Soulbury points 18- 21, and are classed as
casual and are allocated a certain amount of days per year. They then
submit claims into the School Improvement Division for checking, and
then we are notified how much to pay them.
I attach the pro rata daily rates. The first column are the daily rates
used for Associate Officers at the present time, i.e. the rates for over
30 days work per year
Mr Hindmarsh no longer has other responsibilities, all are encompassed
within his current role.
If you have any queries or require any further information please do not
hesitate to contact me.
In the first instance if you have any comments relating to how your
request has been handled by our authority, please contact Philip Jones,

Dear Lian,
Thank you for this information but I would like to clarify Mr
Hindmarsh's responsibilities.
The QLS staff directory page
(http://education.staffordshire.gov.uk/St...)
for Mr Hindmarsh states that as well as his EHE responsibilities he
is an adviser for Art and Artists in Schools and that he is
involved in Governor training.
Could you please either:
- Confirm that Mr Hindmarsh has no responsibilities other than
those directly related to Elective Home Education.
- Confirm that Mr Hindmarsh has other responsibilities and, as I
asked for in my original FOI request, provide me with the most
accurate details you have of the number of hours a week he works on
his EHE responsibilities (for as far back as you have this
information). If this is the case could you also please confirm
whether he receives a fixed salary increase or an hourly rate for
this work or whether the hours are accumulated and charged as whole
days at the rates you have already provided me with.
Yours sincerely,
Matt Hupfield

Dear Mr Hupfield,
As stated in my email dated 9/2/09, Mr Hindmarsh's sole area of
responsibility is Elective Home Education. The details available via the
below link also relate to his areas of expertise.
Yours sincerely,

Dear Lian,
Thank you for the prompt reply.
Could you please then confirm that the statment:
"Olaf has a responsibility for Governor training programmes..."
on the staff directory is out of date and incorrect.
Yours sincerely,
Matt Hupfield

Dear Mr Hupfield,
I have been back to the Elective Home Education Team with your query. Governor training is an area which Mr Hindmarsh has experience and expertise in. He is able to provide input into this area.
Yours sincerely,
Lian Rebecca Stibbs
