Dear Sir or Madam,
Please could you supply bpha staff travel expenses incurred to
support/manage/operate the bpha Roadshow event which took place in
Cambridge on the 14/10/09.
Please also supply any other costs associated with putting on and
operating the bpha's Roadshow event that day.
(bpha refers to the Bedfordshire Pilgrim's Housing Association)
If you cannot supply so specific information, please can yhou
suggest what information I can get which might give me an idea of
the money bpha spends on such events?

Dear Mr Manning
Thank you for your request under the Freedom of Information Act dated 15
October 2009.
I am afraid the information which you have requested is not information
which the TSA holds.
Housing associations are independent bodies. The role of the TSA is to
register and to regulate housing associations; in terms of our role as a
regulator it is our duty to ensure that housing associations are
properly managed and governed, and that they are fit for purpose. We do
this in a broad and proportionate sense and we do not get involved in
the day to day activities of individual housing associations. We would
therefore not require a housing association to supply us with
information about costs in connection with a roadshow they are holding.
I suggest that you ask Bedfordshire Pilgrims Housing Association direct,
if they will let you have the information. The Freedom of Information
Act only applies to public bodies and as housing associations are not
public bodies they are not covered by the Act. This means that housing
associations are not required by law to provide information but they may
still be willing to do so.
I am sorry we are unable to be of assistance on this occasion.

Dear Foia TSA,
Thank you for you fast response. I understand the reasoning behind
it (although I do question why the set up is like this, but that
isn't a matter for a FOI request!).
Could you just confirm whether any financial support (funding or
otherwise) is provided from the TSA to the bpha, and if so, the
amount & type for the current year to date?

FREEDOM OF INFORMATION ACT
In reply to your request dated 16 October I can inform you that the TSA has not given any financial support to Bedfordshire Pilgrims HA this year. The most recent funding to this association was in 2006/07 when they received £50,000 for their IGP Family Intervention Project 'Tackling not Tolerating'.
As you may be aware TSA came into existence 1 December 2008 as one of two bodies succeeding the Housing Corporation. The role of TSA is to regulate housing associations while the Corporation's investment function was taken over by the HCA (Homes and Communities Agency). If you wish to find out what Social Housing Grant has been given to Bedfordshire Pilgrims HA, I suggest that you contact the HCA; the person to contact is Catherine Moran, Information Access Officer, Homes and Communities Agency.
