Dear Sir or Madam,
In response to an FOI request from me made on 17 July 2008 -- now
two months overdue -- the information officer reported that he was
awaiting a meeting of the Council's "Exemptions Panel" to determine
the exemptions that will be applied to my request.[1]
Unfortunately I can find no information about this Exemptions Panel
on the Knowsley website.
Please can you send me:
* a list of dates, times, and attendees of meetings of the
Council's Exemptions Panel for last 12 months,
* the list of FOI requests considered and decided on at each of
these meetings of the Panel,
* the approximate date of the next meeting of the Exemptions Panel,
and
* the current list of FOI requests pending for consideration in
this next meeting.

Dear Mr Todd,
Thank you for your e-mail of 30th October.
I apologise for the delay in responding to your initial request
(reference F08/07/030) however in addition to the consideration of
Exemptions, the FOI Act requires the Council to consult with relevant
third parties. I am pleased to inform you that the consultation exercise
is complete and the Exemptions Panel has now met and the majority of the
information you have requested is available for disclosure however this
is in the form of hard copy documents and I note that I do not have your
postal address.
If you could provide a postal address I will arrange to send you the
requested information, together with a covering letter providing an
explanation of the Panel's decision.
I note that your e-mail of the 30th October is requesting additional
information in relation to the workings of the Exemptions Panel. This is
being treated as a separate request for information and has been
allocated reference F08/10/036 and you will receive a response to that
within the statutory timeframe of 20 working days.
If you should have any questions in relation to this response, please
contact me.

Dear Len Mitchell,
Sorry for my delay in replying, and thank you for your response
relating to my request for the contract between the Council and
Mouchel Ltd through 2020 [Fill in the blank].
Under Section 11 of the Freedom of Information Act I am expressing
the preference for the documents to be transmitted to me by email.
I have reason to believe the Exemptions Panel's covering letter has
been drafted electronically and that Knowley Council has scanning
facilities for transmitting and backing up its vital documents (eg
contracts), so I hope that this request is reasonably practicable.

I am writing further to your request to be provided with a copy of the
response in electronic format. As previously advised, I am able to
confirm that the response has been compiled in hard copy format. This
amounts to over 180 pages and it would be a simple matter to provide a
response in this format.
