Ethnicity of people arrested since 2003

A Freedom of Information request to Nottinghamshire Police by Tom Barton

The request was successful.

Tom Barton

5 September 2008

Dear Sir or Madam,

Police forces make a record of the ethnicity of all people
arrested. I would like to know the numbers of people of each
different ethnicity arrested from 2003 up to the present, or as
recent as is practicable.

By the way of clarification I would also be grateful for the
following pieces of information-

1. The CATEGORIES Nottinghamshire Police use to record ethnicity.

2. Any records Nottinghamshire Police has taken of the NATIONALITY
of people arrested in the same period, 2003 up to the present.

So the form I envisage the data being presented in is a table. On
one axis are the dates, 2003, 2004, 2005, 2006, 2007, 2008. On the
other axis are your categories of ethnicity, eg Caucasian, Afro
Carribean, Asian, Hispanic....

(These example categories do not reflect any prejudice or
preference, they are merely indicative. Please use whatever your
categories are)

The numbers in the table will refer to the number of arrests in
each catergory.

Many thanks for you time. Your effort will be much appreciated.

Yours faithfully,

Tom Barton

Matt Ashby left an annotation (5 September 2008)

When a person is arrested, the police will record their ethnicity in two ways: a coded description of the ethnic appearance of the person as judged by the officer in question, and a coded description of the self-defined ethnicity of the person arrested.

The ethnic appearance codes (set down by the National Policing Improvement Agency in the Police National Computer Manual) are:
IC1 White European
IC2 Dark European
IC3 Afro-Caribbean
IC4 Asian
IC5 Oriental
IC6 Arab
IC0 Unknown

The self-defined ethnicity codes (set down by the Home Office in PACE Code of Practice A) are:
W1 White – British
W2 White – Irish
W9 Any other White background
M1 White and Black Caribbean
M2 White and Black African
M3 White and Asian
M9 Any other Mixed Background
A1 Asian – Indian
A2 Asian – Pakistani
A3 Asian – Bangladeshi
A9 Any other Asian background
B1 Black – Caribbean
B2 Black African
B9 Any other Black background
O1 Chinese
O9 Any other
NS Not Stated

These are national standards used by all police forces in England and Wales.

Dear Coryn Reynolds,

Thankyou for your note requesting clarification. Your clarification
request was the following-

"Please specify whether you refer to Ethnicity only, to Nationality
only, or to both categorisations? Please note that we hold
Ethnicity as both Visible Ethnicity and Self-Defined Ethnicity."

Let me answer that.

I refer BOTH to Ethnicity and to Nationality, that is both
categorisations.

I would like both Visible and Self-Defined Ethnicity data, as
detailed in the annotation to my request.

Figures of arrests in both Ethnicity (visible and self defined) and
Nationality categories from 2003 until present would be gratefully
received.

Yours sincerely,

Tom Barton
