Further to Valerie Hope's email of 21 July acknowledging receipt of your
request for an internal review in respect of your request for a copy of
correspondence between Defra and CLG between 1 January and 19 April 2010
on the Charges for Property Search Regulations, I am writing to inform you
that we need more time to complete the internal review. Therefore, as
permitted under the Freedom of Information Act 2000 and the Environmental
Information Regulations 2004, we are extending the deadline for this
review for a further 20 working days (ie until Thursday 16 September. If,
for any reason, we are unable to meet this new deadline, we shall write to
let you know and inform you of the reason for the delay.

Thank you for your email, extending the internal review deadline a

The Commissioner (ICO) considers that a reasonable time
for completing an internal review is 20 working days from the date
of the request for review.

In these circumstances, the public authority should, as a matter of
good practice, notify the requester and explain why more time is
needed.

I have received no explanation as to why the additional 20 days is
now required.

The ICO view, is that in no case should the total time taken exceed
40 working days.

In such cases the ICO would expect a public authority to be able to
demonstrate that it had commenced the review procedure promptly
following receipt of the
request for review and had actively worked on the review throughout
that period.

needed. I have received no explanation.

I am left with little option but to refer this case to the
Information Commissioner after 1pm today (October the 18th 2010).

Thank you for your email and the attachments.

I agree completely agree, good government depends on good
decision-making, and this needs to be based on the best advice and
a full consideration of all the options.

IPSA have advised Central and Local Government since 2005 of the
issues and the results of taking less than sound advice.

I do not wish to reminisce, we are where we are; what I would like,
is to move forward from today and with this in mind I wish to
request a meeting.
