From: D.Gill
19 January 2010
Dear Manchester City Council,
I am making this request under the Freedom Of Information Act and I
would like to know:
For ALL the departments within the Manchester City Council,
details of all incentive schemes offered to MCC employees /
associates for the last six years.
By this, I mean any payments/ Goods/ vouchers offered on top of the
employees normal wage, as incentives.
For example, you may have given a reward for the most efficient
department within the council, or maybe an incentive to the
employee/ team/dept. who managed to recoup the most in rent/ctax
arrears in a set period, either by negotiation, or by recommending
court action.
I would like to know the individual sums offered for each employee
and/or scheme and the start and finish of each scheme.
Also, the total amounts paid to each department/ team and the
origin of the funds from which the payments were made both before
and after any tax and whether each scheme was a departmental
initiative, or for the council employees as a whole.
I would appreciate the information requested.
Most of these schemes would have been issued to the employees by
way of memo, email, or similar and will be on record, so it should
be quite easy for you to comply.
Many thanks,
D Gill

Dear Lynn Evans,
All I have received so far is an acknowledgement on 8th Feb, to my
request that I sent on 19 Jan....
Nothing else.
Please could you therefore investigate why there has been no reply
to the request and give the reasons for the delay.
You are now approximately two weeks overdue with the information.
Manchester Council are NOT above the law and therefore legally
obliged to respond within the 20 working day time limit- the same
as everyone else.
I would appreciate a proper response to my request by Friday 26th
February , or I will be asking for an internal review.
Yours sincerely,
D.Gill

Dear Lynn Evans,
Thank you for your reply.
Could you please clarify the part where you say:
"Numbers of employees in receipt of rewards (£25 gift voucher)
2008/9 146. Of these, five were in the Council Tax Department.
These vouchers were issued to the five Council Tax employees in
recognition of their efforts in encouraging callers to pay their
Council Tax immediately over the telephone using their debit
cards."
Firstly, you have only given the 2008/9 periods.
I would appreciate details of incentives- particularly in the
council tax depts.,- for the last six years
Were any employees offered / paid incentives for identifying those
accounts which they thought would be most successful should they be
referred for court action / bankruptcy petitions.
Thank you
Yours sincerely,
D.Gill

Dear Lynn Evans,
The response to my request for clarification is now long overdue.
It seems to be a problem for Manchester City Council to comply
within the time set out by LAW., as I have discovered in my other
requests. I can only assume you feel yourselves somewhat above the
law.
Therefore, I am now requesting an internal review.
Yours sincerely,
D.Gill
