Dear Gardner1,Richard,

With regard to FOI your ref 123103.

By law, the authority should normally have responded promptly and
by 13 January 2010. Why have you not done this?

I am requesting an internal review into why this request has not
been answerd.

Dear Mr Culpeck

I have been chasing this up on your behalf witgh my colleagues in
Democratic Services as per the attached emails and am currently awaiting
their response.

An internal review is a procedure that can be requested after you have
received your response (whether or not on time). It is concened with
whether or not the content of the response fully addressed the question
asked, and/or whether or not any reasons given for refusing the request in
whole or in part are legally valid. Compliance with the Act is regulated
by the Information Commissioner's Office who can be asked to further
review our response after it has been through an internal review.

What you have raised is a complaint (rather than an internal review) about
the quality of service. Complaints are considered under our Corporate
Complaints procedure and the regulator for any external review of
complaints is the Local Government Ombudsman. As our response is still
pending and indications from my colleagues are that it is likely to be
ready soon, I hope that you will bear with us and not pusue a formal
complaint for the time being. If when you receive our response and you are
disatisfied with its content and/or the process it will then be your
prerogative to ask for an internal review. Thank you.

Dear Williams7,Samantha,

Thank you for replying to my FOI request, but as you acknowledged
you where in breach of the law regarding the 20 working days to
reply.

Your reply also failed to answer the question of whether all the
councillors emailed have received the emails I sent them. Instead
you just say that “Members too, also wish to apologies” is that all
the members listed?

I have also not at the time of writing this had an apology from any
of the members involved and it has been 20 working days since you
wrote to me saying that they would be writing to me separately, so
when will they be writing to me?

Yours sincerely,

Andrew Culpeck
