Dear Office for National Statistics,
Lords Hansard for 5th May 2009, Column WA93, quotes from a letter
from the National Statistician which provides a table showing the
number of electors registered anonymously by Government Office
Region in England and Wales 2007-08.
I am unable to find any source(s) for the table's numerical data on
the statistics.gov.uk web-site.
Can you therefore please supply the following information :
1) The number of electors registered anonymously by each
administering local authority in England and Wales on 1 December
2007.
2) The number of electors registered anonymously by each
administering local authority in England and Wales on 1 December
2008.
and, regarding the table's two notes :
3) A list of the 24 administering local authorities that did not
provide figures for those registered anonymously on 1 December
2007.
4) A list of the 36 administering local authorities that did not
provide figures for those registered anonymously on 1 December
2008.

Dear Mr Watson,
thank you for your recent request made under the FOI Act requesting
information about voters who have registered anonymously.
Following a search of our records we are now in the position to provide the
following answer.
(See attached file: FOI00902Watson_Electors registered anonymously.xls)
The above table supplies data for all local authorities where the number of
electors registered anonymously is equal or greater than 3. It also
includes regional totals, and the 24 administering local authorities that
did not provide figures for those registered anonymously are supplied.
Under data confidentiality and protecion protocols we are required to
consider the risk of distress caused to individuals when
supplying/publishing data of a sensitive nature; small figures have
therefore been suppressed. Hence these smaller counts have been withheld
under S40(2) of the Freedom of Information Act.
You have the right to have this response to your freedom of information
request reviewed internally by an internal review process and, if you
remain unhappy with the decision, by the Information Commissioner. If you
would like to have the decision reviewed please write to Frank Nolan,
Office for National Statistics, Room 1127, Government Buildings, Cardiff

Dear Ms. Shearman,
Thank you for your response.
I am having some difficulty understanding how withholding or
disclosing numbers has any effect on individuals, especially the
number zero.
There is no personal information held in numbers, which in the case
of this request moreover are comprised of anonymised data.
Could you please explain how you arrived at your conclusion, in
particular which data confidentiality and protection protocols you
applied ? Thank you.
