Dear Sir or Madam,
I read that you currently have 350 children registered as
Electively Home Educated.
Therefore for the purposes of this FOI request , these children are
either de-registered from a school or have never been registered
with a school.

A) I would like to know of these children how many are there where
the visiting person has concerns that a 'suitable' education is
being provided?

B) I would also appreciate it if this information could be broken
down into categories:
1)whether they feel that no education is taking place?
2)whether they feel that the philosophy of education is inadequate
-for example in the case of autonomous or child led learning , that
particular child is not appearing to be learning 'enough'?
3)whether there are concerns because the family have not
implemented a structured approached?
4)or whether the fact that the national Curriculum is not being
followed is causing concern?

C)If there are children in the above 4 categories , please indicate
if further steps are being taken- for example , issuance of a
School Attendance Order?

D)Please also indicate if any any Education Supervision Orders are
currently in court for this population.?

E) Please can you confirm whether any children who fit into the
above categories of concern about 'educational provision
suitability' would also therefore be referred to Social Services?

F) Lastly is it possible in your Local Authority that Social
Services are involved with a family but that The EHE department do
not know of this involvement (This involvement would be on an
on-going basis rather than a one off referral which is found to be
of no genuine concern)

I am writing to you in reply to your Freedom of Information Act request on
Elective Home Education.

Firstly let me apologise for the delay in answering your request. When
your request was received it was sent to staff working on Elective Home
Education for their answer. Unfortunately the staff in that service are
contracted to work school term time only, which means that there was no
one available to work on your request until the school term started on 2
September. I have now received the following information from the service
in reply to your questions:

A) Data held from monitoring visit reports for the last school year
suggests that 20% of cases received more than one visit – this could be
due to the visit being an introductory meeting (where a second visit after
3 months is our usual procedure) and a secure judgement could not be made;
where recommendations to improve provision needed to be followed up;
parents choose not to engage with the LA by failing to meet appointments
or refusing to respond to written communications.

B) 1. For the last school year only 2 cases were found to be
where children were receiving no education.

2) Nottinghamshire Authority does not categorise information in the
format requested.

C) Our procedure for A Child Missing Education referral is that the
referral is made to the Authority’s CME Officer and that Officer will
liaise with Education Welfare Service regarding return to mainstream
education. A school attendance order will be issued as a last resort.

D) None

E) No – only in cases if Safeguarding issues arise.

F) No.

hello.

I have just spoken on the phone to admin in EHE and they said a
response was on its way- 2 minutes later here it is.However it
simply does not answer the question.

It would need to be split into categories -as i suggested or
categories as Nottinghamshire sees fit.

20% of all cases means about 70 children .

please tell me how many were initial visits and hence you are
unable to comment .How many were repeat visits /follow up visits
and whether concerns were address or concerns remain and how many
of the concerns were because parents refused all contact and did
not respond to letters and how many concerns are there merely
because parents refuse visits-i.e. they have responded to letters
and sent in educational plans .
without this 20% being broken down into categories the numbers you
have given are meaningless for any analysis. As it stands I can
only input 2 children for whom there are substantiated educational
concerns which are not resolved which is 0.6% and a far cry form
the 20% mentioned.

Dear Tania

I am writing to you in reply to your Freedom of Information Act request on
Elective Home Education monitoring visits. I have been told by the EHE
team that they cannot supply any further breakdown of the 20% of all cases
(i.e. 70 children) as data was not recorded for that period.
However, from records of Advisers visits, they have ascertained that 70
children received more than one visit for the period in question which
could have been for one of two reasons:-

1. They were a new case and a second visit is part of our normal
procedure, whether there are concerns or not.

2. They are a case where concerns have arisen at their annual visit.

To answer your request more fully would require accessing each of the
paper visit records for each of our "active" cases during the period
September 2008/July 2009. Some of these have now been archived and the
cost of extracting the information you require would exceed the limit of
**450 or 2** days specified in the Freedom of Information Act 2000.
