Dear Sir or Madam,
I read that you currently have 365 children registered as
Electively Home Educated.
Therefore for the purposes of this FOI request , these children are
either de-registered from a school or have never been registered
with a school.
A) I would like to know of these children how many are there where
the visiting person has concerns that a 'suitable' education is
being provided?
B) I would also appreciate it if this information could be broken
down into categories:
1)whether they feel that no education is taking place?
2)whether they feel that the philosophy of education is inadequate
-for example in the case of autonomous or child led learning , that
particular child is not appearing to be learning 'enough'?
3)whether there are concerns because the family have not
implemented a structured approached?
4)or whether the fact that the national Curriculum is not being
followed is causing concern?
C)If there are children in the above 4 categories , please indicate
if further steps are being taken- for example , issuance of a
School Attendance Order?
D)Please also indicate if any any Education Supervision Orders are
currently in court for this population.?
E) Please can you confirm whether any children who fit into the
above categories of concern about 'educational provision
suitability' would also therefore be referred to Social Services?
F) Lastly is it possible in your Local Authority that Social
Services are involved with a family but that The EHE department do
not know of this involvement (This involvement would be on an
on-going basis rather than a one off referral which is found to be
of no genuine concern)

FREEDOM OF INFORMATION ACT 2000 - REQUEST RESPONSE
Thank you for your email of 5 August 2009 where you requested
information about electively home educated children.
The information you requested is attached.
Response
A) Eighteen
B1) Five
B2) Four
B3) Five
B4) None (it is not necessary for the National Curriculum to be followed
by EHE children)
Please note that four children do not fall into the categories listed as
there are other reasons for concerns that a suitable education has not
been provided.
C1) Further steps are being taken in two of the cases. The Education
Attendance Service (EAS) is currently involved in three of the cases. In
one case an Education Welfare Officer is involved and a School Attendance
Order may be issued.
C2) These young people continue to be monitored.
C3) In one case the EAS and Social Care are involved and it is
possible that an Attendance Order will be issued.
In one case the Special Needs Team is involved.
In one case, the family continues to be visited and supported, but it may
be that the EAS will need to become involved
Two cases continue to be monitored.
D) No.
E) A referral would not necessarily depend exclusively on a child's
fitting into any one of the four categories specified, although one child,
as mentioned above, has been referred to Social Care because of ongoing
welfare, as well as educational, concerns.
F) It is possible, especially if Social Care involvement is after the EHE
registration. However, there is good communication within Children and
Young People's Service and information is shared where appropriate.

where there are no reasons given. I asked for categories. If 4 did
not fall into the categories given ,I find it obstructive that this
lA has not given their reasons for these 4 children. please could

Thank you for your further e-mail dated 19 September.
I have to say that I cannot agree that this Council is being obstructive. The information disclosed in response to your request (Ref. 1881) included the figures held by this authority against the categories you cited. I do appreciate that four children did not fall into the categories for which you asked but, as explained, this was because of there being"...other reasons for concerns that a suitable education has not been provided.".
So while I would apologise again for the delay which you experienced, I do feel that we have communicated to you the information we hold.
We do, at all times, aim to be as open and transparent as possible and while I appreciate that not all responses satisfy the needs of applicants who make requests, I would emphasise that this is not because we are being obstructive.

Dear Doug Reed,
well it appears that the mysterious reasons for the 4 concerns will
remain a mystery although part of my submission to the select
committee enquiry will detail xactly how many local authorities
took more time than neccessary to respond and how many of them left
gaping holes in their responses which render any statistical
analysis meaningless.
May be the best way of asking the question would have been
'please details the numbers of educational concerns that exist for
EHE children and then please breakdown the the reasons for these
concerns.'
