Elective Home Education- suitable education
Tania Berlow made this Freedom of Information request to Oldham Metropolitan Borough Council
The request was partially successful.
From: Tania Berlow
3 August 2009
Dear Sir or Madam,
I read that you currently have 54 children registered as Electively
Home Educated.
Therefore for the purposes of this FOI request , these children are
either de-registered from a school or have never been registered
with a school.
A) I would like to know of these children how many are there where
the visiting person has concerns that a 'suitable' education is
being provided?
B) I would also appreciate it if this information could be broken
down into categories:
1)whether they feel that no education is taking place?
2)whether they feel that the philosophy of education is inadequate
-for example in the case of autonomous or child led learning , that
particular child is not appearing to be learning 'enough'?
3)whether there are concerns because the family have not
implemented a structured approached?
4)or whether the fact that the national Curriculum is not being
followed is causing concern?
C)If there are children in the above 4 categories , please indicate
if further steps are being taken- for example , issuance of a
School Attendance Order?
D)Please also indicate if any any Education Supervision Orders are
currently in court for this population.?
E) Please can you confirm whether any children who fit into the
above categories of concern about 'educational provision
suitability' would also therefore be referred to Social Services?
F) Lastly is it possible in your Local Authority that Social
Services are involved with a family but that The EHE department do
not know of this involvement (This involvement would be on an
on-going basis rather than a one off referral which is found to be
of no genuine concern)
Yours faithfully,
Tania Berlow

Dear Tania Barlow.
RE: - REQUESTS FOR INFORMATION UNDER THE FREEDOM OF INFORMATION ACT 2000.
Thank you for your email below.
The information you require is held by the Pupil Referral Unit (PRU).
Although the PRU is a Council Department, the PRU is run as a school. A
school has 20 working days, excluding school holidays to reflect its
functions, to respond to Freedom of information Requests. The PRU began
their school term on 2^nd September, therefore, the deadline for your
request is 30^th September. I apologise for not making you aware of this
within my initial response to you.
I have contacted the PRU who have advised me that they are processing your
request for information. I will endeavour to get a response to you as
soon as possible.
I would be grateful if you could advise me if you still wish to process
with your request for an internal review?
If you have any queries, please do not hesitate to contact me.
Thank you,
Regards
Sarah

Dear Sarah Brien,
your reasons for the delay do not stand up in law. Th information
can be collated without too much difficulty considering there are
only 55 children for whom the question is addressing. To wait
another 4 weeks for an overdue response is unacceptable and also
makes the response run well over the time limit for the Select
Committee Enquiry and the consultation period on the subject. This
matter will be raised on Friday in the House of Lords as there are
only a few local authorities who have thus far been unable or
refused to answer the question.
very disappointing performance.

Dear Sarah Brien,
I have collected data from 133 out of 152 LA's so far. Oldhams
response was the only one where you have not detailed actual
amounts.
I can input that you have 12/34 concerns whihc is 31% but this also
makes you the second highest concern rate in England and you have
not given actual figures for the reasons. Most importantly , we
need an actual number of SAO's. I am raising this to internal
review .
I would like to know exactly how many concerns there are (and not
have it confused with initial visits as either there is a concern
or there is not) and also I would like to know exact reasons for
the concerns and exact number of SAO's
Yours sincerely,
Tania Berlow

I have not heard why you wish to withdraw the information and can
it please be clarified whether there is actually a concern about
the less than 5 children not following the national curriculum ?

It appears there is some kind of problem, but the content is viewable in my PDF viewer: Preview on Mac OSX.
However there is no thumbnail image for pages two and three.
