Dear Sir or Madam,
Through a recent FOI request I obtained copies of job descriptions
for EHE related roles. Those job descriptions refer to the 'Local
Authority programme relating to Elective Home Education'.
Could you please provide me with any documents which set out and
explain what this programme is.
I assume that the LA's EHE provision is subject to regular
(annual?) performance management review of some description. I am
also particularly interested in any target/review documentation,
for say the last 5 years, which sets out these targets and measures
EHE provision effectiveness for that year against them.

Dear Mr Hupfield,
Thank you for your request for information. Please find information
relating to the programme known as the Yellow document on the EHE website
as a downloadable document. The purpose of the programme is to provide
parents with a planning tool to consider “What” arrangements they plan
to make for delivering their child’s education, What resources, when
will this take place, who is going to do what and also asking them if they
wish to opt out of Staffordshire Connexions Service: it is an audit tool
which enable parents to be in charge at the first review.

We are unable to provide you with individuals PPR (Personal Performance
Review) documentation as it constitutes personal data. Information
relating to their targets and performance will be held within their files.
Therefore the information is withheld under section 40 (2) of the Freedom

Dear Lian,
I appreciate that you cannot provide me with personal performance
targets. I assume though that the EHE team would collectively have
'departmental' targets to meet and that these would be subject to a
review procedure. These targets/reviews would not need to
constitute personal information. Any details (names/initials) which
indicate whose responsibility each target was could easily be
removed.
Could you please either:
- confirm that there is no performance management whatsoever of the
EHE team as a 'department'.
- provide me with any documentation you have relating to the EHE
team departmental targets and review for as long as the team has
existed.
I would like to think it will not take you another 20 working days
to find this information.
