EHE department - suitable education

Dear Sir or Madam,
I read that you currently have children registered as Electively
Home Educated.
Therefore for the purposes of this FOI request , these children are
either de-registered from a school or have never been registered
with a school.
A) I would like to know of these children how many are there where
the visiting person has concerns that a 'suitable' education is
being provided?
B) I would also appreciate it if this information could be broken
down into categories:
1)whether they feel that no education is taking place?
2)whether they feel that the philosophy of education is inadequate
-for example in the case of autonomous or child led learning , that
particular child is not appearing to be learning 'enough'?
3)whether there are concerns because the family have not
implemented a structured approached?
4)or whether the fact that the national Curriculum is not being
followed is causing concern?
C)If there are children in the above 4 categories , please indicate
if further steps are being taken- for example , issuance of a
School Attendance Order?
D)Please also indicate if any any Education Supervision Orders are
currently in court for this population.?
E) Please can you confirm whether any children who fit into the
above categories of concern about 'educational provision
suitability' would also therefore be referred to Social Services?
F) Lastly is it possible in your Local Authority that Social
Services are involved with a family but that The EHE department do
not know of this involvement (This involvement would be on an
on-going basis rather than a one off referral which is found to be
of no genuine concern)

I am writing to confirm that Middlesbrough Council has now completed its
search for the information you requested on 3 August 2009.
In your request you asked for the following information:
I read that you currently have children registered as Electively Home
Educated. Therefore for the purposes of this FOI request ,These children
are either de-registered from a school or have never been registered with
a school.
A) I would like to know of these children how many are there where the
visiting person has concerns that a 'suitable' education is being
provided?
We currently have 29 Children who are EHE, 14 of which have refused or did
not request a visit from the Advisory Service. Therefore, we are unable
to provide evidence that the 14 children are/are not receiving a suitable
education.
During the last Academic Year 2008/2009 a total of 23 requests for EHE
were received.
2 have now left school (post 16)
1 CME (Children Missing Education) initially classed as EHE but after a
visit from an adviser they were transferred from EHE to CME (speak with
David Ball) as no education was taking place.
1 CP Officer Investigation
1 Not Compulsory School Age
3 returned to school
3 left the area
4 visited and approved
5 did not request a visit from Advisory Service/refused
3 to be visited - put on the EHE register July 2009
B) I would also appreciate it if this information could be broken down
into categories: 1)whether they feel that no education is taking place?
One in 2008/09 - transferred to CME
2)whether they feel that the philosophy of education is inadequate -for
example in the case of autonomous or child led learning , that particular
child is not appearing to be learning'enough'?
Response: No - apart from the 14 children for which we are unable to
provide evidence that they are/are not providing a suitable education.
3)whether there are concerns because the family have not Implemented a
structured approached?
Response: No - apart from the 14 children for which we are unable to
provide evidence that they are/are not providing a suitable education.
4)or whether the fact that the national Curriculum is not being followed
is causing concern?
Response: No
C)If there are children in the above 4 categories , please indicate if
further steps are being taken- for example , issuance of a School
Attendance Order?
Response: At this time there are no School Attendance Orders to be
issued.
D)Please also indicate if any any Education Supervision Orders are
currently in court for this population.?
Response: There are no Education Supervision Orders either proposed or
currently in court at this time.
E) Please can you confirm whether any children who fit into the above
categories of concern about 'educational provision suitability' would also
therefore be referred to Social Services?
Response: A review of current cases indicates that there are none with a
live case referral with children's social care services.
F) Lastly is it possible in your Local Authority that Social Services are
involved with a family but that The EHE department do not know of this
involvement (This involvement would be on an on-going basis rather than a
one off referral which is found to be of no genuine concern)
Response: The department has introduced an information sharing process
that regularly provides the relevant children's social care staff with a
list of current known cases to ensure that any live social care
interventions are highlighted.
