Dear Sir or Madam,
Under the Freedom of Information Act, I would like to know:
A. The number of persons in the local authority of compulsory
school age who are, or claimed to be, electively home educated and
who have been either suspected or found to be involved in child
abuse, neglect, forced marriage, sexual exploitation or domestic
servitude.
B. How many (if any) Serious Case Reviews or Joint Area Reviews
have reported with respect to home educated children in the LA.

FREEDOM OF INFORMATION ACT 2000 - Home Educated children & abuse
statistics
Thank you for your request for information which I acknowledge was
received by the County Council on 28th March 2009.
Your request is currently being considered. If the County Council is able
to provide you with the information you have requested, then under the
Freedom Of Information Act you are entitled to receive it within 20
working days.
For your information, the FOI Act defines a number of exemptions which may
prevent release of some or all of the information you have requested. The
County Council will assess your information request in light of the
exemptions. If exemptions do apply, then the County Council may decide
not to release all, or part, of the information you have requested. I
shall inform you if this is the case, and advise you of your rights of
appeal.
If the information you request contains reference to a third party then
they may be consulted prior to a decision being taken by the County
Council as to whether to release the information to you. You will be kept
informed if this is the case.
Any information provided to you would ordinarily be provided to you as an
email, in normal font size. If you require an alternative format, e.g. in
a different language, or in audio, large print, etc. then please let me
know.
The County Council will not charge a fee to provide you with the
information you have requested, provided the cost of dealing with your
request is less than £450. If it appears likely that your request will
cost more than £450 to deal with then I will write to you again asking if
you are willing to pay the fees incurred, and setting out clearly what
those fees will be, in accordance with the FOI Act.
If you have any queries or should you wish to make a complaint about the
manner in which your request is being dealt with then please do not
hesitate to contact me at the above address in the first instance. Any
complaints will be dealt with under the Council's corporate complaints
procedure.

INFORMATION REQUEST - Home Educated children & abuse statistics
I acknowledge your request for information received on 28th March 2009.
We can answer now is that there have been no serious case reviews or JAR
reports concerning home educated children.
I am afraid that I will not be able to deal with the remaining part as a
Freedom of Information Act request until I have some more details from
you.
Please could you therefore clarify the meaning of question A: is it the
number of home educated children who have been the subject of the "child
abuse, neglect, forced marriage, sexual exploitation or domestic
servitude" you are looking for?

Your request for information has now been considered. I am able to
provide you with some of the information you have requested.
2 children have been subject to a Child Protection Plan whilst also home
educated
5 children (2 families) have been the subject of child protection
referrals
(None of these cases involved forced marriage, sexual exploitation or
domestic servitude)
We are unable to give further details on outcomes, as it may identify
individuals, see exemption Section 40 of the Freedom of Information Act
2000 on personal data.
