Dear Sir or Madam,
I have read that the Home Office is behind a new series of TV
adverts outlining of the dangers of the cocaine trade.
Firstly, I would like to know how you are going to measure the
effectiveness of using TV adverts as part of this campaign.
Secondly, I would like to know (more generally) how you assess the
suitability of TV campaigns as the right medium for any particular
application.

Dear Sir or Madam,
In my experience, government departments send acknowlegements to
freedom of information requests - specifying the date of receipt
and the last, legal, date of response.
I have a number of FoI (freedom of information) requests with the
home office that have not been acknowleged - can you confirm that
your lack of response is not due to a contempt for such requests,
but rather to some other reason that you will outline by return?

Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of Home Office's
handling of my FOI request 'Effectiveness of Government TV
Advertising Campaigns'.
The request was made over 20 working days ago and no response on
the substance of the request has been received - this is contrary
to the law as set out in the Freedom of Information Act. I would
like my request answered, and a full explanation of why the Home
Office are flouting the law and how it will be ensured that the
Home Office meets its legal obligations in future.

(including dates, title, purpose and cost). For each TV campaign in
this parliament, I would like to see the documents setting out the
objectives of the campaign, the expected cost of the campaign, the
specific expectation/targets for the campaign, the actual outcome
of the campaign and the final cost of the campaign.

Thank you for your response to my request for an internal review of
my FoI request. You have clearly done a good job of identifying the
sequence of events and identifying failings.
I must admit to being less confident about those failings being
addressed, as I have another request that is now subject to an
internal review - and the person conducting the review has said
that the target response time is 40 days... At various time case
reviewers have told me that the target response time is 10 days, 20
days and 40 days...

Thank you for your email.
In relation to your email below the ICO considers that a reasonable time
for completing an internal review is 20 working days from the date of
the request for review and in no case should the total time taken exceed
40 working days. The Home Office policy on this point is that all
substantive review responses should take no more than 40 working days
after a complaint is first received in line with the statement published
on the Home Office website. Despite this published target we will
complete all reviews as quickly as we are able to, and bearing in mind
the ICO best practice, we aim to complete straightforward cases within
20 working days.
I hope this clears up any issues or confusion caused to you regarding
response reply date policy for Internal reviews conducted by the Home
Office.
