Educational concerns among EHE families

Dear Sir or Madam,
I understand that you currently have 248 children registered as
Electively Home Educated. Therefore for the purposes of this FOI
request , these children are either de-registered from a school or
have never been registered with a school.
A) I would like to know of these children how many are there where
the visiting person has concerns that a 'suitable' education is
being provided?
B) I would also appreciate it if this information could be broken
down into categories: *whether they feel that no education is
taking place? *whether they feel that the philosophy of education
is inadequate -for example in the case of autonomous or child led
learning , that particular child is not appearing to be learning
'enough'? *whether there are concerns because the family have not
implemented a structured approached? or whether the fact that the
national Curriculum is not being followed is causing concern? *any
other concerns? (please give details)
C)If there are children in the above 4 categories , please indicate
if further steps are being taken- for example , issuance of a
School Attendance Order.
D)Please also indicate if any any Education Supervision Orders are
currently in court for this population.
E) Please can you confirm whether any children who fit into the
above categories of concern about 'educational provision
suitability' would also therefore be referred to Social Services?
F) Lastly is it possible in your Local Authority that Social
Services are involved with a family but that the EHE department do
not know of this involvement? (This involvement would be on an
on-going basis rather than a one off referral which is found to be
of no genuine concern)

could you pleae clarify whether the 2 cases mentioned where the LA
has been unable to contact the family, whether there had been a
letter of intent , educational philosophy and a plan sent in for
each child and then there was no consent for a visit or whther
there has been attempts to contact by letter all of whihc have gone
unanswered. thank you

I was asked to review Cumbria County Council's handling of your Freedom of
Information enquiries of 4 August 2009 (ref: FOIA 2009 - 334) and 30
August (ref: 2009 - 369).
I have now completed my review and I am able to report that the response
to your initial request was sent to you within the 20 working day standard
response time. Your follow up enquiry of 30 August was treated as a
separate enquiry and given a new reference in order to ensure that
colleagues in our Children's Services Directorate had adequate time to
provide you with a detailed and substantive answer. Their answer is
given below:
Q Could you please clarify whether the 2 cases mentioned where the
LA has been unable to contact the family, whether there had been letter of
intent , educational philosophy and a plan sent in foreach child
and then there was no consent for a visit or whether there has been
attempts to contact by letter all of which have gone unanswered.

A The two cases mentioned were new cases. There had been no letter
of intent or communication except the initial form. Letters and any
attempt to contact the families remained unanswered. An Education
Welfare Officer has since resolved both cases.
Please accept my apologies if you feel that there was an ulterior motive
for the Council wanting to delay its response by treating your follow up
enquiry as a separate request. This was not the case and the intention on
the part of my colleagues in our Information Team was simply to ensure
that you received a substantive response from our Children's Services
Directorate within a prescribed timescale.
