Dear Sir or Madam,
1. Does your Local Authority presently employ Education
Counsellors* (rather than ‘buying in’ such a service from an
external provider)?
2. If the answer to Question 1 is ‘yes’, please state for each
Education Counsellor employed by the Local Authority:
• Whether they have been deemed to be eligible to join the Teachers
Pension Scheme and
• The date when they joined the Teachers Pension Scheme
• Whether they are employed on Teachers Terms and Conditions of
Employment
3. If your Local Authority does not presently employ Education
Counsellors have they done so in the past?
4. If the answer to Question 3 is ‘yes’, please state for each
School Counsellor employed by the Local Authority since 31 March
2004:
• Whether they were deemed to be eligible to join the Teachers
Pension Scheme and
• When they joined the Teachers Pension Scheme

following information:
1. Does your Local Authority presently employ Education Counsellors*

Education Counsellor employed by the Local Authority:

requested as soon as possible and in any event within the next 20 working
days in compliance with the Freedom of Information Act 2000, unless an
exemption applies. This means that the council will respond to you by 3
July 2009 at the latest.

this is the case and you can decide if you wish to proceed with your
request.
If appropriate, the information requested can be made available in

Taking each of your points in turn:
1. Does your Local Authority presently employ Education Counsellors*
(rather than `buying in' such a service from an external provider)?
Oxfordshire County Council does not employ education counsellors directly,
nor does it buy in this service from an external provider. Some secondary
schools employ 'school counsellors' for the benefit of their pupils. Most,
but not all, schools employ their staff via the council. The council is
not aware that schools buy in this service. Some schools are Foundation
Schools and they employ their staff directly. There are also two Academies
in Oxfordshire who employ their own staff directly. Further to this,
church school employees are technically employed by the Diocese and / or
the School Governors and are therefore not employed by the council.
2. If the answer to Question 1 is `yes', please state for each
Education Counsellor employed by the Local Authority:
Most `school counsellors' will not be teachers or employed on teachers pay
and conditions so would be unlikely to be eligible for the Teacher Pension
Scheme.
3. If your Local Authority does not presently employ Education
Counsellors have they done so in the past?
The council is not aware that this was the case in the past.
If the answer to Question 3 is `yes', please state for each School
Counsellor employed by the Local Authority since 31 March 2004:
