Dear Sir or Madam,

1. Does your Local Authority presently employ Education
Counsellors* (rather than ‘buying in’ such a service from an
external provider)?

2. If the answer to Question 1 is ‘yes’, please state for each
Education Counsellor employed by the Local Authority:

• Whether they have been deemed to be eligible to join the Teachers
Pension Scheme and

• The date when they joined the Teachers Pension Scheme

• Whether they are employed on Teachers Terms and Conditions of
Employment

3. If your Local Authority does not presently employ Education
Counsellors have they done so in the past?

4. If the answer to Question 3 is ‘yes’, please state for each
School Counsellor employed by the Local Authority since 31 March
2004:

• Whether they were deemed to be eligible to join the Teachers
Pension Scheme and

• When they joined the Teachers Pension Scheme

* Education Counsellors meaning those employed to support pupils in
education

Dear C McEwan

Thank you for your email dated 05 June 2009, in which you make a request
under the Freedom of information Act. We would like to apologise for the
severe delay in providing you with this response. This was due to an
administrative error on our part.

You asked if our Local Authority employs education counsellors (rather
than buying in, such as a service from an external provider).

We can confirm that we do not employ any education counsellors. It would
be up to the governing body of an individual school as to whether they
employ such staff, in the same way that teachers are employed by schools,
not the Local Authority.

Once again, we would like to apologise for the delay in providing you with
this reply.

If you are not satisfied with my response to your request, please let me
know. If I am unable to resolve the issue immediately, I will explain our
complaints procedure. If, after following our complaints procedure, you
are still not satisfied, you are entitled to ask the Information
