Dear Sir or Madam,

1. Does your Local Authority presently employ Education
Counsellors* (rather than ‘buying in’ such a service from an
external provider)?

2. If the answer to Question 1 is ‘yes’, please state for each
Education Counsellor employed by the Local Authority:

• Whether they have been deemed to be eligible to join the Teachers
Pension Scheme and

• The date when they joined the Teachers Pension Scheme

• Whether they are employed on Teachers Terms and Conditions of
Employment

3. If your Local Authority does not presently employ Education
Counsellors have they done so in the past?

4. If the answer to Question 3 is ‘yes’, please state for each
School Counsellor employed by the Local Authority since 31 March
2004:

• Whether they were deemed to be eligible to join the Teachers
Pension Scheme and

• When they joined the Teachers Pension Scheme

* Education Counsellors meaning those employed to support pupils in
education

Dear Sir/ Madam

I have been asked to reply to your request for information but I just need
to check exactly what you mean by `education counsellors'.

We have some (very few) trained counsellors working in secondary schools.
They are employed to assist students with any issue they may wish to
discuss in particular issues not related to education, such as family
issues, relationship problems etc. The counsellors are not qualified
teachers, and they are not carrying out teaching duties. The service is
confidential.

`Counselling' or advice, support etc in educational issues is provided by
a variety of staff, including class tutors, subject teachers, heads of
year, learning mentors, behaviour mentors, career guidance staff, etc.

Is it the first group that you are interested in?

Dear Mr/Ms McEwan,

I write further to your email dated 12th July regarding your request for
information held by this department.

In response to your request, please see below:

South Gloucestershire has four individuals employed in schools as
Counsellors for their students. All the counsellors are employed on
support staff Hay Grades and are not therefore eligible to be members of
the Teachers Pension Scheme.

I trust that you are satisfied with the above response to your request,
however if you remain dissatisfied please contact me for clarification by
[insert email, telephone, fax or address details]. If you remain
dissatisfied after contacting me you can then write directly to the
School's Governing Body in accordance with the school's Complaints
procedure. These internal procedures must be exhausted before you can
apply to the Information Commissioner.
