Education Counsellors Information

I am writing regarding your request for information, which I received on 5
June 2009. In that request, you asked us for information in relation to
"education counsellors".

The department reasonably requires further information in order to
identify and locate the information you have asked for as the definition
of education counsellors you provide is "those employed to support pupils
in education". This is very wide and unclear. I will not be able to take
this matter further without extra information from you. In particular, it
would be useful to know what roles within the Council your request relates
to. If you wish to discuss any of the above, please contact me. Please
remember to quote the reference number above in any future communications.

If you are unhappy with a service you have received in relation to your
request and wish to make a complaint or request a review of our decision,
you should use the comments, compliments and complaints procedure
attached.

If you are not content with the outcome of your complaint, you may apply
directly to the Information Commissioner for a decision. Generally the ICO
cannot make a decision unless you have exhausted the complaints procedure
provided by Bracknell Forest Council. The Information Commissioner can be

Dear Mr McEwan

Thank you for your email on 11 August clarifying that you require information in relation to staff employed as specialist education/school counsellors with a counselling qualification. Dear Mr McEwan

I am writing to confirm that the council is able to respond to your
request for information which was received via email on 5/09/09 and
later clarified on 11/6/09, in response to the council's email on
10/6/09. In the latest email you confirmed that an Education Councillor
was someone who is employed as specialist education/school counsellor
with a counselling qualification and that they are not employed to
undertake any other function but as specialist counsellor.

Please find below a copy of your request, followed by the Council’s
response:

1. Does your Local Authority presently employ Education
Counsellors* (rather than ‘buying in’ such a service from an
external provider)?

2. If the answer to Question 1 is ‘yes’, please state for
each
Education Counsellor employed by the Local Authority:

● Whether they have been deemed to be eligible to join the
Teachers
Pension Scheme and

● The date when they joined the Teachers Pension Scheme

● Whether they are employed on Teachers Terms and Conditions of
Employment

3. If your Local Authority does not presently employ Education
Counsellors have they done so in the past?

4. If the answer to Question 3 is ‘yes’, please state for
each
School Counsellor employed by the Local Authority since 31 March
2004:

● Whether they were deemed to be eligible to join the Teachers
Pension Scheme and

● When they joined the Teachers Pension Scheme
