Dear Sir or Madam,
1. Does your Local Authority presently employ Education
Counsellors* (rather than ‘buying in’ such a service from an
external provider)?
2. If the answer to Question 1 is ‘yes’, please state for
each Education Counsellor employed by the Local
Authority:
• Whether they have been deemed to be eligible to join the Teachers
Pension Scheme and
• The date when they joined the Teachers Pension Scheme
• Whether they are employed on Teachers Terms and Conditions of
Employment
3. If your Local Authority does not presently employ Education
Counsellors have they done so in the past?
4. If the answer to Question 3 is ‘yes’, please state for each
School Counsellor employed by the Local Authority since 31 March
2004:
• Whether they were deemed to be eligible to join the Teachers
Pension Scheme and
• When they joined the Teachers Pension Scheme
* Education Counsellors meaning those employed to support pupils in
education

We are writing regarding your request for information that we received on

Unfortunately we cannot identify the information you have requested from
the details provided. To help us meet your request, please clarify which
service/role the "counsellor" would perform as there are a wide range of
people in the Children and Young People's Department that are employed to
support pupils in education, from office based administrative assistants
to the Executive Director.
To supply more details, you can reply direct to this email address or

Dear MIT(Educ),
My only definition is that they are employed as specialist
education/school counsellors with a counselling qualification.
They are not employed to undertake any other function but as
specialist counsellors.

I am writing to confirm that we have now completed our search for the
Education Counsellors information you requested.
The authority currently have 3 counsellors employed on a casual basis in
schools, Claremont, St Mary's and Collegiate.
All are on the NJC terms and conditions; they have been employed since
2006. As they are on NJC they will not have been given an option to
join the Teachers Pension fund.
If you have a complaint about the handling of your request you may ask
for an internal review and you should submit this in writing to: Council
Complaint, Blackpool Council, PO Box 50, Town Hall, Blackpool, FY1 1NA.
If you are not happy with the outcome of the review, you have the right
to apply directly to the Information Commissioner for a decision. You
