Dear Sir or Madam,
I have resent this FOI request that i originally sent on 26th
August 2009, as it seems to have been ignored and i haven't
received a confirmation of receipt.
Dear Sir or Madam,
I recently sent a FOI request to you, and noticed on the automated
confirmation of receipt that my FOI request had been edited with
questions removed. For your reference, the full FOI request and
response from Westminster City Council along with my reply (which
has been edited) can be viewed publicly at

As you can see, Westminster City Council replied to my FOI request
(FOI Request 4255) to which i replied (copied directly from FOI
Request) <START QUOTE>"Dear Catherine Preston,
I'm afraid that your answers are still contradictory and you
haven't provided proof of parking permits as originally asked.
Please provide proof of purchase of parking permits for all 15
scooters used by CEO's.
Please also answer the original question which was "Do CEO's have
special dispensation or do they have permits to park in Motorcycle
Parking bays?".
As you may or may not know, it is against the law in the UK for a
vehicle to not display a valid tax disc.
I would also like to ask why scooters used by CEO's do not display
valid tax disc's?

The above FOI request quite clearly asks "Please provide proof of
purchase of parking permits for all 15 scooters used by CEO's.
Please also answer the original question which was "Do CEO's have
special dispensation or do they have permits to park in Motorcycle
Parking bays?"."
Yet, the automated confirmation receipt reads (again copied
directly from FOI request) <START QUOTE>"Confirmation of Freedom Of

As you can see, the request details now only read "I would also
like to ask why scooters used by CEO's do not display valid tax
disc's?" instead of my original request which was <START QUOTE>

Please tell me why my FOI request has clearly been edited before
reaching Westminster City Council. Please also provide details of
who edited this request, along with who authorised the editing of
this FOI request. Please also tell me if this is common practice on
FOI request submitted through the www.whatdotheyknow.com website.

Please acknowledge receipt of the above FOI request which has thus
far been ignored. You have acknowledged receipt of other FOI
requests sent later than this one. Ignoring it will not make it go
away i'm afraid. If this is not acknowledged by the end of the day
i will not hesitate in contacting the ICO as you have ignored both
my requests sent to you regarding editing of FOI requests.

In my meager opinion, just because WCC's system doesn't reflect legal and accepted methods of request, it is not an excuse.
