Please supply the following information under Freedom of

For each of the last three financial years(05/06)and (06/07) and
(07/08) please state if any drugs seized by your force have then
been either lost or stolen from you or otherwise unaccounted for?

I write in connection with your request for information which was
received by the Metropolitan Police Service (MPS) on 30 October 2008. I
note you seek access to the following information:
* For each of the last three financial years(05/06)and (06/07) and
(07/08) please state if any drugs seized by your force have then
been either lost or stolen from you or otherwise unaccounted for?
* If so please give a date for each incident along with the type of
drug, the quantity and a brief account of how it was
lost/stolen/unaccounted for.
Your request will now be considered in accordance with the Freedom of
Information Act 2000 (the Act). You will receive a response within
the statutory timescale of 20 working days as defined by the Act,
subject to the information not being exempt or containing a reference
to a third party. In some circumstances the MPS may be unable to
achieve this deadline. If this is likely you will be informed and
given a revised time-scale at the earliest opportunity.
Some requests may also require either full or partial transference to
another public authority in order to answer your query in the fullest
possible way. Again, you will be informed if this is the case.

I regret to inform you that the MPS have not been able to complete its
response to your request by the date originally stated.
I now advise you that the amended date for a response is 12th December
2008. I can assure you that every effort will be made to ensure an
appropriate response will be made within this new timescale.

at the Directorate of Professional Standards (DPS).

Of the 4 recorded allegations, 3 allegations were substantiated and 1
allegation was unsubstantiated. Please note that the incidents are
recorded using the Home Office categories for the investigation of an
allegation of misconduct against a police officer.
The details surrounding the allegations are as follows;
2005/07: Theft - Allegation of 'Mishandling of Property' recorded against
an officer on 19/09/05. The officer was found to be in possession of case
papers which had contained a bag of heroin as part of the exhibits. This
bag was torn and empty which resulted in an investigation to ascertain
whether the officer was guilty of theft of a drugs exhibit. The
investigation found the allegation against the officer to be
unsubstantiated therefore no further action was taken.
2006/2007: Unaccounted - Allegation of 'Other Neglect or Failure in Duty'
recorded against an officer on 27/03/07. It was alleged that the officer
failed to bag and seal a quantity of cannabis correctly,document and store
it correctly as an exhibit. The investigation found the allegation
against the officer to be substantiated and the officer received a written
warning as a result.
2007/08: Lost - Allegation of 'Other Neglect or Failure in Duty' recorded
against an officer on 26/09/07. The officer allegedly failed to deal with
casepapers and various exhibits including a quantity of drugs in line with
MPS policy. The investigation found the allegation against the officer to
be substantiated and the officer received a written warning as a result.
2007/08: Theft - Allegation of 'Mishandling of Property' recorded against
an officer on 09/08/2007. An investigation was conducted to ascertain
whether this officer was guilty of theft of cannabis held in an MPS
property store. The investigation found the allegation against the officer
to be substantiated. The officer was subsequently prosecuted and found
guilty at court of theft. As a result the officer resigned from the
MPS.

which all police officers are expected to adhere. This document also
explains the procedures which are employed by the MPS when allegations of
misconduct require investigation and the sanctions which may be imposed if
